SUMMARY
OF JANUARY 30, 2024, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC ON PLANNED REQUESTS TO USE CODE CASE N-932 (EPID L-2023-LRM-0111)
On January 30, 2024, an observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (CEG, the licensee) via webinar. The purpose of this meeting was to discuss CEGs plans to submit a request to use American Society of Mechanical Engineers (ASME) Code Case N-932, Alternative Requirements for Acceptance of Containment Base Metal Corrosion or Erosion Section XI, Division 1, for Clinton Power Station, Unit No. 1; Dresden Nuclear Power Station, Units 2 and 3; James A. FitzPatrick Nuclear Power Plant; LaSalle County Station, Units 1 and 2; Limerick Generating Station, Units 1 and 2; Nine Mile Point Nuclear Station, Units 1 and 2; Peach Bottom Atomic Power Station, Units 2 and 3; and Quad Cities Nuclear Power Station, Units 1 and 2 (collectively, the CEG facilities). A list of attendees is enclosed.
The licensee presented information regarding (1) the current ASME requirements for wetted surfaces of submerged areas, (2) a description of Code Case N-932, and (3) the benefits of utilizing Code Case N-932. The licensee sought guidance on options for submitting the application. Specifically, the licensee proposed to either (a) submit the application as a single application for all the affected sites, (b) submit the application as a single application for just those sites most in need of the alternative, or (c) submit separate applications for each site in need of the alternative. CEG currently plans to submit the alternative requests in Spring 2024.
The NRC staff provided feedback on the following topics:
Projecting Wall Thickness: The NRC staff recommended that CEG ensure sufficient detail is provided in the application to describe how the licensee determines that corrosion or erosion of the component wall thickness is projected to not reduce to less than 110 percent of the minimum design wall thickness prior to the next examination.
Submission of Application: The NRC staff indicated that the generic review for acceptance of ASME Code Case N-932 was a multi-group effort through rulemaking, which the licensee understood would take some time to complete. In the interim, the NRC staff suggested that a plant-specific application to utilize ASME Code Case N-932, including details of the specific application and hardship, would be a smaller and more focused scope of review.
The NRC staff appreciated that the licensee held the meeting sufficiently early in the development process so that any staff comment could be considered in the application.
