By letter dated December 16, 2022 (Agencywide Documents Access Management System (ADAMS) Accession No. ML22350A504), DTE Electric Company (the licensee) submitted for the NRC staff review and approval a license amendment request (LAR) for Fermi 2, regarding changes to Technical Specification (TS) 3.8.1, AC Sources -
Operating. Specifically, the LAR proposes to revise Surveillance Requirements (SRs) pertaining to the steady-state voltage and frequency acceptance criteria for each emergency diesel generator (EDG).
The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing the above request and has determined that response to the following request for additional information (RAI) is needed to complete its review. This email provides the FINAL RAI for your response.
You confirmed in your email dated April 24, 2023, that you did not need a clarification call to discuss the RAI questions and that the RAI, as written, did not contain any proprietary information. Please note that our default schedule allows 30 days for providing your response to the staffs questions and any delay in response may impact the final disposition schedule of this LAR. After receipt of your response, if we determine this impact, we will let you know in a separate communication at that time.

FERMI 2 DTE ELECTRIC COMPANY DOCKET NO. 50-341 By letter dated December 16, 2022 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML22350A504), DTE Electric Company (the licensee) submitted a license amendment request (LAR) for Fermi 2, regarding changes to Technical Specification (TS) 3.8.1, AC Sources -Operating. Specifically, the LAR proposes to revise Surveillance Requirements (SRs) 3.8.1.2, 3.8.1.7, 3.8.1.10, 3.8.1.11, 3.8.1.14, and 3.8.1.17, by revising the steady-state voltage and frequency acceptance criteria for each emergency diesel generator (EDG).
The U.S. Nuclear Regulatory Commission (NRC) staff requests the licensee to provide additional information as stated below:
Regulatory Requirement The NRC regulations in 10 CFR 50.36, Technical specifications, establish the requirements related to the content of the TS. Pursuant to 10 CFR 50.36(c), TS are required to include items in five specific categories related to station operation: (1) Safety limits, limiting safety system settings, and limiting control settings, (2) Limited conditions of operation (LCOs), (3)
Surveillance requirements (SR), (4) Design features; and (5) Administrative controls. The proposed changes in this LAR relate to the SR category.
10 CFR Part 50.36(c)(3), Surveillance requirements, requires surveillance relating to test, calibration, or inspection to assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the limiting conditions for operation will be met.

Please provide excerpts from the following calculations, which were audited by the NRC staff.
This will permit the NRC staff to appropriately evaluate the safety basis of EDG maximum and minimum steady state voltages, as proposed in the TS SRs:
DC-6538, Revision A, EDG Voltage and Frequency Tolerances - Page Numbers: 1, 9,10,11, 26, and 29.
DC-6447, Revision F, Auxiliary Power System Analysis - Page Numbers: 1, 58, 59, 61 and 62.
