SUBJECT:
SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON NOVEMBER 10, 2022 On November 10, 2022, the U.S. Nuclear Regulatory Commission (NRC) held a virtual public meeting with representatives of Southern Nuclear Operating Company (SNC). The purpose of the meeting was to have a pre-submittal discussion about a potential license amendment to change the Vogtle Electric Generating Plant (VEGP) Unit 3 and Unit 4 combined license (COL)
Appendix A, Technical Specifications (TS) 3.8.3, Inverters-Operating, to extend the completion time for Required Action A.1. The VEGP Unit 3 and Unit 4 COL, including Appendix A, Technical Specifications, may be found in the Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML14100A106 and ML14100A135, respectively. The potential license amendment was provided to NRC in the form of a draft license amendment request (LAR) and is available ML22307A007. SNC presented a summary of their proposed LAR. In the draft LAR, SNC proposed changes which would revise the COL Appendix A, TS 3.8.3, Inverters-Operating, to extend the completion time for Required Action A.1 from 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to 14 days. Additionally, the draft LAR proposed to revise TS 3.3.9, Engineered Safety Feature Actuation System Manual Initiation, Condition C by correcting the misspelled Requried with Required. SNC noted that the proposed LAR was risk-informed using plant-specific probabilistic risk assessment (PRA) insights. SNC noted that they found the proposed changes fell under the thresholds outlined in Regulatory Guides 1.174 and 1.177.
The NRC staff noted that both the 24-and 72-hour batteries are described as two 60-cell batteries in series. SNCs contractors responded that the ratings are different because the current demands on these battery banks are different. The NRC staff also noted that the baseline conditional core damage frequency for inverter 2B is an order of magnitude higher than inverter 1B. SNCs contractors responded that the functional cut-sets for inverter 1B and 2B are different, not an equipment asymmetry in the Class 1E dc and uninterruptible power supply system.
The NRC staff commented that peer reviews and peer review-identified actions or unresolved issues or facts and observations are not addressed in the proposed LAR. The staff commented that it was not clear if SNC applied the guidance of Regulatory Guide 1.200, Revision 2 or Revision 3. SNCs contractor clarified that no newly developed methods were used. The NRC staff also asked about the status of the PRAs for each of the Vogtle units.
November 30, 2022 Following completion of the presentation by SNC and comments by NRC staff, members of the public were asked for comment. The members of the public who were in attendance offered no comments or questions. The meeting was closed at 11:38 a.m. Eastern Standard Time. As of the date of this summery, the staff did not receive any verbal meeting feedback or completed Public Meeting Feedback forms.
