WESTINGHOUSE ELECTRIC COMPANY, LICENSEE PERFORMANCE REVIEW OF LICENSED ACTVITIES (NUCLEAR REGULATORY COMMISSION INSPECTION REPORT 70-1151/2022-005)

Dear Mr. Annacone:

The U.S. Nuclear Regulatory Commission (NRC) staff in our Region II office, the Office of Nuclear Material Safety and Safeguards, and the Office of Nuclear Security and Incident Response completed a licensee performance review of the Westinghouse Electric Company, Columbia Fuel Fabrication Facilitys (CFFFs), inspection results and facility performance in conducting NRC-licensed activities. The review covered the period of January 1, 2020, through December 31, 2021. The performance of CFFF was evaluated in the following performance areas: Safety Operations, Safeguards, Radiological Controls, Facility Support, and Other Areas.

Overall, the staff determined that CFFF has continued to conduct activities safely and securely and in a manner that protects public health and the environment. Based on our review of activities, no area needing improvement (ANI) was identified for the areas of Safety Operations, Safeguards, Radiological Controls, Facility Support, and Other Areas. Therefore, the NRC plans to conduct the core inspection program for a Category III Fuel Facility as described in NRC Inspection Manual Chapter 2600 Appendix B, NRC Core Inspection Requirements, for the period of January 1, 2022, through December 31, 2023. Because there were no violations identified at your facility during this review, there will not be an enclosure to this letter. Since there was no area needing improvement identified in Safeguards, no separate letter will be issued.

The results of our review will be discussed with you at a public observation meeting tentatively scheduled for April 26, 2022. Although your site had no areas needing improvement for this current review cycle, you will still be granted the opportunity to discuss your facilitys performance, in the same areas as those evaluated by the NRC, if you so choose.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice and Procedure," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
