Letter from ENOI to US NRC, Application for Order Consenting to Transfers of Control of Licenses and Approving Conforming License Amendments for Palisades Nuclear Plant and Big Rock Point, December 23, 2020 (ML20458A075).
This letter provides supplemental information in support of the NRC approval requested in the referenced letter.
This letter serves to notify NRC of two changes in the executive management positions depicted on Figure A-1, Palisades/Big Rock Point Combined Org Chart Depiction, included in the Application submitted to NRC in the referenced letter. Specifically, the following two changes were made effective September 1, 2021:
- Within Holtec Decommissioning International, LLC (HDI), the position of Senior Vice President and Chief Operating Officer has been eliminated. This was precipitated by the resignation of Pamela Cowan, who previously held the position. HDI has now established a President with Mr. Kelly D. Trice assuming this role. In Figure A-1, the HDI President position replaces the Senior Vice President and Chief Operating Officer position (i.e., all HDI officers now report to Mr. Trice); and in Table A-1, the President assumes the roles and responsibilities previously shown for the Senior Vice President and Chief Operating Officer. Mr. Trice is a U.S. citizen.

- In order to assume leadership of HDI, Mr. Trice resigned from his former position as President of Comprehensive Decommissioning International, LLC (CDI). For the time-being, CDI will be headed by Mr. J. Scott Thomson holding the title of Interim Chief Operating Officer. There are no changes to Mr. Thompsons title and other responsibilities within HDI.
Resumes for Mr. Trice and Mr. Thomson demonstrating their qualifications for these positions are included in Enclosure 1, Attachment D of the referenced letter.
In Attachment A of the Application, showing the changes to the operating licenses associated with the LTA, Section 6.1.1 of the BRP license should be changed to refer to the HDI President, rather than the HDI Chief Operating Officer.
As with the original LTA, a copy of this letter is being provided to the State of Michigan in accordance with the requirements of 10 CFR 50.91(b)(1).
The conclusions of the no significant hazards consideration and the environmental considerations contained in the LTA are not affected by and remain applicable to this supplement.
This letter contains no new regulatory commitments.
