SUMMARY

OF MAY 12, 2021, TELECONFERENCE WITH ENTERGY NUCLEAR OPERATIONS, INC. TO DISCUSS POTENTIAL LICENSE AMENDMENT REQUEST RELATED TO PERMANENTLY DEFUELED TECHNICAL SPECIFICATIONS FOR PALISADES NUCLEAR PLANT (EPID L-2021-LRM-0050)

On May 12, 2021, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Entergy Nuclear Operations, Inc. (Entergy, the licensee) via teleconference. The purpose of this meeting was for Entergy to provide information on a planned amendment request for Palisades Nuclear Plant (Palisades), related to revising the Palisades licenses and technical specifications to reflect a permanently defueled condition. The meeting notice and agenda dated April 30, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21130A054 and Entergys presentation slides are available at ADAMS Accession No. ML21124A006. A list of attendees is enclosed.

During the meeting, Entergys presentation described the scope and schedule for the proposed license amendment. Entergy indicated that, after permanent shutdown, the only remaining design-basis accidents include postulated cask drop accidents, fuel handling incidents, liquid waste incidents, and waste gas incidents. The licensee stated that the effective date of the amendment would be greater than 17 days after shutdown to support ventilation filtration requirements. Additionally, the licensee stated that the application would include a proposed license condition to prohibit fuel cask movement over the spent fuel pool (SFP) when irradiated fuel assemblies in the SPF have decayed for less than 90 days.

Entergy stated that it intends to submit the licensing action by June 1, 2021.

Following the business portion of the meeting, members of the public were provided the opportunity to ask questions of the NRC staff. Although many of the questions were beyond the scope of the meeting, the NRC staff attempted to answer all questions. Topics included environmental impact of decommissioning, spent fuel storage, dry cask storage, long-term spent fuel storage, reactor vessel embrittlement, and licensee transfer.

No regulatory decisions were made at this meeting.
