April 2021 Response to Public Comments on Draft Regulatory Guide (DG), DG-1357 Emergency Response Planning and Preparedness for Nuclear Power Reactors Proposed Revision 6 of Regulatory Guide (RG) 1.101 On March 17, 2021 the NRC published a notice in the Federal Register (86 FR 14651) that Draft Regulatory Guide, DG-1357 (Proposed Revision 6 of RG 1.101), was available for public comment. The public comment period ended on April 16, 2021. The NRC received one comment from the organization listed below. The NRC provides the comment and NRC staff response in the following table.

Section C.5 On page 6, the document refers to the previous NRC endorsement of Appendix A, Drill and Exercise Objectives, to NEI 06-04, Conducting a Hostile Action-Based Emergency Response Drill, Revision 2, issued July 2011. NEI has since revised NEI 06-04 to incorporate lessons learned from the first cycle of hostile action-based exercises; see Revision 3, issued September 2016, which was provided to the NRC staff in an email dated March 5, 2021.
Footnote 4 of this revision states, The generic HAB drill and exercise objectives presented in Attachment A of NEI 06-04, Revision 2, were endorsed for licensee use by the NRC staff; refer to NRC ADAMS ML112570092 and ML112570074. The objectives presented in Attachment A of this document, Revision 3, are unchanged from those in Revision 2. We therefore recommend that DG-1357 be The staff agrees with the comment and made the appropriate changes to the RG.
Appendix A, of Revision 3 issued September 2016, remains unchanged from the Revision 2 Appendix A, issued July 2011 which was previously endorsed by NRC.
The NRC revised the RG as a result of this comment by the addition of an endorsement of Appendix A, Recommended Drill and Exercise Objective, to NEI 06-04, Conducting a Hostile Action-Based Emergency Response Drill, Rev.3, September 2016, in Section C of the RG.
