Dear Mr. DeLaBarre:
Enclosed are four applications (XB1351, XB1352, XB1354 dated January 8, 2021 and XB1355, dated February 22, 2021), from Siemens Medical Solution USA, Inc., and received by the U.S. Nuclear Regulatory Commission, requesting licenses to export sealed sources to Pakistan.
XB1351 requests authorization to export up to eight germanium 68 (Ge-68) sealed sources with a combined maximum total activity of 1,480 Megabecquerels (MBq) first to Germany and then to Karachi Institute of Radiotherapy and Nuclear Medicine, Karachi, Pakistan, for PET/CT medical imaging systems.
XB1352 requests authorization to export up to two cobalt-57 (Co-57) sealed sources, with a combined maximum total activity of 888 MBq, first to Germany and then to Pir Abdul Qadir Shah Jelani Institute of Medical Sciences, District Khairpur, Pakistan, for quality assurance and calibration purposes.
XB1354 requests authorization to export up to eight Ge-68 sealed sources with a combined maximum total activity of 1,480 MBq, first to Germany and then to Dr. Ziauddin Hospital North Nazimbad, Karachi, Pakistan, for PET/CT medical imaging system.
XB1355 requests authorization to export one set of two Co-57 sealed sources (0.050 mCi) with a combined total activity of 3.7 MBq, and one set of two Co-57 sealed sources (3.5 mCi) with a combined total activity of 259 MBq, both sets of sources first to Germany and then to Shaukat Khanum Memorial Cancer Hospital and Research Center, Lahore, Pakistan, for quality assurance and calibration purposes.

DeLaBarre Before taking action on these requests, we would appreciate your views on each of these applications either individually or in combination, in accordance with Title 10 to the Code of Federal Regulations Part 110.41(a)(9), from the overall perspective of the Executive Branch, as to whether the requested exports meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
