s APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket No. 50-352 Limerick 1 License No. NPF-39 As a result of the inspection conducted on March.18 - May 16,.1987 and in accordance with the NRC Enforcement Policy (10.CFR 2, Appendix C), the following violation was identified:
10 CFR 50 Appendix 8 Criterion V requires that " activities affecting quality shall be prescribed by documented procedures and shall be accomplished in accordance with these procedures."
Administrative Procedure A-12.2, Control of. Combustible Materials, prohibits the unattended storage of any combustible material in areas designed as
-combustible free zones.
Contrary to the above, on May 12, 1987 in Area 15 of Reactor Enclosure Elevation 27 (Fire Zone 44), numerous combustible items, equivalent to ab'out two bags of trash, were found unattended in a designated combustible free zone.
This is a severity level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric Company is hereby required.to submit to this office within thirty days of the date of.the letter which transmitted this Notice, a written statement or explanation in-reply, including:
(1) the corrective steps which have been taken;and the results achieved; (2) corrective steps which will be taken,to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response
