SUBJECT:
ZION TECHNICAL SPECIFICATIONS During recent inspection by the resident inspector of the Fire Protection /
Prevention Program at Zion, the resident inspector identified that only passive fire barriers were being inspected, as required by Technical Specification surveillance requirements.
Currently no inspection of fire dampers and fire doors (active barriers) is. required, and active barriers are not covered by limiting condition for operation.
Based on Bases-Section 3.21 and 4.21 of Zion Technical Specification, the-requirements of Section 3.21 and 4.21 are limited to passive fire barriers.
More recent Standard Technical Specifications include fire dampers and fire doors (active barriers) as being fire barrier penetrations with the same survefilance requirements and limiting condition for operation as passive fire barriers.
We request that NRR update Zion's Technical Specification to include fire dampers and fire doors in the liniting condition for operation, and require surveillance testing of fire dampers and fire doors.
