Gentlemen:

This refers to the preoperational security inspection conducted by

Mr. B. Drouin of this office on September 22 through October 7,1986, of

activities at Byron Nuclear Power Station, Unit 2, authorized by NRC

Construction Permit No. CPPR-131 and to the discussion of our findings with

Mr. R. Ward and other members of your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements regarding Unit 2 preoperati.onal activities

were identified during the course of this inspection. All preoperational

inspection findings were closed with the exception of Vital Area detection

aids. We do not consider this finding to be a restraint to fuel load;

however, we do request that we be notified when the remaining access portal

detection systems become operational as specified in Section 4b of the

enclosed report.

Areas examined during this inspection concern a subject matter which is exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21(c)(2).

This information must be handled and protected in

accordance with the provisions of 10 CFR 73.21.

Consequently, our report of

this inspection will nt be placed in the NRC Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
