Document Request - NRC Plant Modifications Inspection on August 17, 2020
Dear Ms. Morie,
The NRC plans to conduct a routine inspection at the Nuclear Fuel Services (NFS) facility in Erwin, TN on August 17, 2020. The inspection will be conducted in accordance with NRC inspection procedure (IP) 88072, PLANT MODIFICATIONS (TRIENNIAL). This email requests a number of documents that we will need for our inspection activities as discussed in our meeting on July 14th, 2020. We are requesting certain documents in advance for preparation activities and other documents to be readily available at the time we begin direct inspection activities. You can provide the documents in hard copy or electronic format. If you have any questions or concerns regarding this request, or if any part of this request results to be impractical, please contact me to discuss.
Documents Requested for Preparation Activities
- 1) Copy of the most recent procedures related to the implementation of design changes and the design control process. This includes configuration management/change control, permanent mods, temporary mods, 10 CFR 70.72 evaluations, Integrated Safety Analysis (ISA) Summary changes, like-for-like replacements, and post-modification testing.
- 2) Copy of the most recent program procedures related to implementation of training (e.g. training qualification matrix), corrective action program, record retention, and audits required by the conditions of the license. This includes training/qualification records for licensing, ISA, and system/process engineers involved in plant modifications/configuration management activities.
- 3) List of Problem Identification, Resolution, and Corrective System (PIRCS) entries with a brief description of problems or adverse conditions related to configuration management, plant modifications, or engineering in the last 2 years.
- 4) Copy of audit and self-assessment reports of the configuration management/plant modifications program completed in the last 2 years.
- 5) For the BLEU Prep Facility (BPF) Receipt Calciner, please provide:
list of all major modifications (with a brief description) performed in the last 10 years [To the extend practical, the list should include physical, operational, and procedural changes.]
list of all minor modifications and like-for-like replacements (with a brief description) performed in the last 10 years
list of PIRCS with a brief description of operational and design issues in the last 2 years
list of active corrective maintenance work orders
list of active temporary modifications
list of outstanding design/operational issues such as open/deferred/cancelled engineering action items and operator work arounds
copy of the latest version of the ISA Summary (if different from the version submitted to the NRC in January 2020)
2 Documents Requested for Direct Inspection Activities NOTE: The inspectors will select specific items from the information provided in advance for preparation activities.
- 1) Copy of selected PIRCS records involving problems or adverse conditions related to configuration management, plant modifications, or engineering.
- 2) For the BPF Receipt Calciner, please provide:
