SUMMARY
OF MAY 14, 1986 MEETING T0' DISCUSS THE STATUS OF OUTSTANDING FIRE PROTECTION REVIEW ISSUES On Wednesday, May 14, 1986 a meeting was held at the NRC offices in Bethesda between representatives of Northeast Utilities and the staff to discuss the status of the review of fire protection issues at Haddam Neck, Millstone I and Millstone 2.
A list of the discussions concerning each plant is provided below. A list of attendees is attached.
Haddam Neck With regard to the licensee's September 16, 1985, request for technical exemptions, the staff indicated that its evaluation of these exemptions is being delayed pending receipt of NNEC0's formal response to the issues requiring clarification, which were transmitted to the licensee on March 25, 1986.
A discussion of those issues followed resulting in the following understandings:
1.
The licensee is preparing a document, which should be completed in early June, which updates and revises previously submitted information constituting NNEC0's approach to satisfying the requirements of Appendix R.
This document reflects the recent Appendix R reassessment conducted by the licensee.
It will contain, in the body of the report or by reference to past correspondence, all of the information requested in Generic Letter 81-12 or its clarification letter.

With the exception of an additional exemption for emergency lighting in outside areas, no other exemptions from the requirements of j
Appendix R will be submitted.
3.
With the exception of those conditions identified in the licensee's September 16, 1985 submittal, all penetrations of fire area boundaries are fire-rated and conform with the staff's fire protection guidelines.
4.
All cable re-routing will be done in con.formance with Section III.G.2 of Appendix R to 10 CFR 50.

All fire barriers required to satisfy Appendix R to 10 CFR 50 and appendix A to BTP APCSB 9.5-1 are covered by the plant technical specifications.
6.
Fire propagation through those HVAC ducts without fire dampers, identified in the September 16, 1985 submittal, will not prevent the plant from being safely shutdown.
7.
The sprinkler system protecting structural steel is in accordance with the guidelines in NFPA Standard No 231 except for water density requirements.
8.
The fire barriers with unrated features identified in the September 16, 1986 submittal are not required to protect redundant shutdown divisions.
The staff suggested that.in anticipation of the upcoming Region I audit, and because of the licensee's Appendix R reassessment, the licensee should determine which of the previously approved exemptions in fire protection are still necessary.
Millstone 1 The licensee provided clarification on several questions arising from the staff's review of NNEC0's request for technical exemptions from the requirements of Appendix R, dated November 21, 1985. The licensee will be submitting a formal response to these questions in the near term. NNEC0 will be submitting an additional exemption request for emergency lighting in outside areas. Also, at the staff's suggestion, the licensee will be providing comments to correct any technical errors on previous staff safety evaluations concerning fire protection.
As with Haddam Neck, the licensee will be preparing a document which updates and revises previously submitted information constituting NNEC0's approach to satisfying the requirements of Appendix R.
This document will reflect the recent Appendix R reassessment conducted by the licensee.
It will contain, in the body of the report or by reference, all of the information requested in Generic Letter 82-12 or its clarification letter.
The staff informed the licensee that evaluation of the requested technical exemptions will be delayed pending receipt of the above-referenced information.
The staff emphasized that it was important for NNECO to complete this effort well before the anticipated Region I audit, tentatively scheduled for late October 1986.
Millstone 2 The licensee informed the staff that additional technical exemption requests will be submitted. This will be done in conjunction with the preparation of a revised Appendix R compliance report, similar to what is being done for Haddam Neck and Millstone 1.

. General The staff advised the licensee regarding certain fire protection concerns that often arise during fire protection audits. The licensee was advised to be prepared to discuss such issues during the planned regional fire protection compliance inspections. These concerns included:
1.
Closure of fire dampers under high air flow.
2.
Security-related fire door modifications 3.
Sprinkler system obstructions 4.
Smoke stratification and fire detector operation.
