Licensee Action on Previous Inspection Findings (0 pen) Noncompliance (70-824/78-5/ltem B):
Failure to maintain airflows toward increasingly hazardous areas. The inspector discussed I
with licensee representatives an evaluation submitted by a consultant which suggested possible approaches to air system modifications.
Licensee representatives stated that no final decision had been reached regarding system modifications, and further stated that meetings were planned to give f urther consideration to alternatives.
(See paragraph 10).

Radioactive Liquid Effluents j

a, waste and the liquid hold-up tanks located in and adjacent to the 1iquid waste buiIding.
These observations and discussions with licensee representatives revealed that apparently liquid wastes were being handled in accordance with license conditions.

- wastes from this facility are not released directly to the environment, but instead are released to another Babcock and Wilcox nuclear facility's-liquid waste treatment system.
Examination of liquid release records for June 1977 to September 1978 revealed that concentration, when released to the r
other facility, were below maximum permissible concentration for
[
liquids released to unrestricted areas.

Discussion with licensee representatives revealed that most of the process radioactive liquids were related to operation of the hot-cell facility.
Quantities of these process liquids were i
small and were solidified and shipped to a licensed disposal agency.
Radioactive Shipment records. and the liealth Physics Log revealed that such a shipment had been made September 12, 1978.
Examination of these records by the inspector revealed that apparently the process liquids had been disposed of in accordance with license conditions and 10 CFR 20.401.
The inspector discussed with licensee representatives procedures for assuring that solidification of liquids did not result in free-standing liquids in the shipping container.
The inspector had no further questions regarding radioactive liquids.
5.
Radioactive Airborne Effluents The inspector observed the stack sampling equipment and verified that the airborne effluent. was being monitored for gaseous radioactivity, particulate radioactivity (both alpha and beta) and radiciodine.
Discussions with licensee representatives and examination of stack sampling records for July 1977 to September 1978, revealed that the operation of the stack sampling system had been checked routinely as required by licensee procedures. Discussions with licensee repre-sentatives and examination of airborne effluent records for July 1977 to September 1978 revealed that releases were a small percentage of MPC and total releases were below license condition limits for specific radioactive materials. These records also revealed that stack monitor flow rates were above the minimum established.in license cond i t i or..:.

Records and Reports of Radioactive Effluents Examination of selected licensee records for July 1977 to September 1978 revealed that records pertaining to radioactive ciiluents and radioact ive wast e disposal were kept as required by license conditions and 10 CFR 20.401.
The inspector verified that the semi-annual effluent reports had been submitted 1or the last six months of 107 and the first six months of 1978 as required by 10 CFR 70.59.

Liquid and Airborne Ef fluent Monitoring Instruments a.
Airborne The inspector verified by examination of the stack sampling logs for July 1977 to September 1978 that functional tests had been performed by the licensee as required by licensee's procedures.
Discussions with licensee representatives and examination of calibration logs for July 1977 to September 1976 revealed that the equipment had been calibrated semi-annually as required by licensee's procedures.

ki <1u i d The inspector discussed with licensee representatives sampling methods used for sampling liquid holding tanks prior to release from the facility.
The inspector observed operations in the sample preparation and counting lab.
Discussions with licensee representatives and examination of counting equipment operation records for July 1977 to September 1978 revealed that functional tests had been performed routinely as required by licensee's procedures.

The inspector examined selected procedures pertaining to the handling of radioactive waste and verified that these procedures had management approva1 as required by 1icense conditions.
Observations made by the inspector and discussions with licensee personnel revealed that these procedures were being followed.
9.
Radioactive Solid Waste The inspector verified by observation that containers of radioactive waste were labeled in accordance with 10 CFR 20.203 and that contents were appropriately identified.
Examination of shipment records for July 1977 to September 1978 revealed that disposals were made by transfer to a licensed ofI-site recipient in accordance with 10 CFR 20.301.
By distussion with licensee representat ives and touring the solid radioactive waste storage building (Building J) the inspector confirmed that the area was properly posted as required by 10 CFR
.'O and that art ess to the area was under positive cont rol of the Health physics Section as required by license conditions.
Discussion with licensee representatives and observation by the inspector revealed that process liquid wastes were collected and

Radioactive Waste Shipment records for July 1977 to September 1978 revealed that surveys of shipments had been made in accordance with 10 CFR 71 10.
Air llandling Systems Discussions with licensee representatives revealed that an outside j
firm had been retained to assist the licensee with evaluating the air handling system associated with the the hot cell and the cask handling area.
Licensee representatives informed the inspector that a meeting was scheduled for October 2, 1978, to discuss the evaluation and to attempt to decide upon an approach to modifications to the air handling system.
The inspector requested that the NRC be informed of the result s of the meeting and licensee representatives agreed to do so.
Air flow tests (smoke test) were performed on September 21, 1978, at tha request and in the presence of the inspector which confirmed that ir,terim corrective measures were satisfactory.

Licensee representatives stated that no fuel element transfer tubes existed on the facility.
A formal negative response was submitted to NRC.

Circular 78-03 " packaging Greater Than Type A Quantities of Low Specific Activity Radioactive Material for Transport".
Licensee representatives stated that it was their practice not to ship greater than Type A quantities of radioactive material as LSA.
Examination of radioactive waste shipment records for January 1977 to September 1978 confirmed that no radioactive material greater than Type A quantit ies had been shipped LSA. (closed) 12.
Exit Interview The inspector met with licensee representatives (denoted in paragraph 1) on September 22, 1978, and discussed the scope and findings of the inspec-tion.
