- Inform the NRC of plans to submit a power uprate application for Measurement Uncertainty Recovery in the fall of 2020.
- Discuss the engineering reviews performed.
- Discuss required plant modifications.
- Provide important milestones for the MPS3 LAR submittal.
Purpose June 29, 2020 3
- Revise the Operating License and Technical Specifications to increase the Reactor Thermal Power from 3650 MWt to 3709 MWt, approximately 1.6%. Technical Specifications and Bases affected by the new power level will be updated.
- Utilize the existing Leading Edge Flow Meter (LEFM) Check-Plus System to improve plant calorimetric heat balance measurement accuracy to 0.325%.
- Establish an allowed outage time of 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> in the MPS3 Technical Requirements Manual to remain at MUR power level in the event of a non-functional LEFM Check-Plus System or the loss of Plant Performance Computer.

- The LAR will be prepared using the guidance from Regulatory Issue Summary (RIS) 2002-03, Guidance on the Content of MUR Power Applications.
- The total feedwater flow measurement uncertainty calculation approach will be consistent with ASME PTC 19.1-1985, Measurement Uncertainty.
- Supporting Sensia (Cameron Technologies, US) proprietary and non-proprietary uncertainty calculations will be included in the LAR submittal.

- Revised Nuclear Steam Supply System (NSSS) design parameters will be developed for 102% of reactor thermal power (3723 MWt) plus RCP net heat input (16 MWt),
which will bound the MUR power level.
- No changes to NSSS design basis transients are expected based on revised NSSS design parameters.
- There are no changes to Reactor Trip setpoints and Engineered Safety Features Actuation Systems setpoints due to MUR power uprate.

- The revised NSSS design parameters will be used in the evaluation of Balance of Plant (BOP) component and systems.
- New operating margins, instrument setpoints, and administrative limits will be established for MUR Power Levels.
- Evaluation to show that MUR power uprate does not involve an unreviewed environmental question and does not involve a change in the Environmental Protection Plan.

- Some of the expected significant modifications include:
LEFM Check-Plus System upgrades to ensure reliability.
Main generator upgrades to improve equipment reliability and meet ISO New England requirements.
Instrument loop rescaling for turbine impulse pressure and moisture separator reheater steam supply pressure.
Steam Generator feed pump suction trip and alarm setpoint changes.
Adding Main Control Board LEFM trouble annunciation.
Select changes to the Plant Process Computer Programs to support the MUR power calorimetry.

- Prior MUR power uprate LARs have been reviewed, including associated RAIs and SEs, for applicability.

North Anna Unit Nos. 1 and 2,
Seabrook Station Unit 1,
Catawba Nuclear Station, Units 1 and 2,
Vogtle Electric Generating Plant, Units 1 and 2,
Farley Unit Nos. 1 and 2 (Currently under NRC Review), and
Watts Bar Nuclear Unit 2 (Currently under NRC Review).

- Two additional MPS3 LARs related to FSAR Chapter 15 Accident Analyses are planned for submittal in 2020:
A large break LOCA analysis LAR that accounts for the impacts of thermal conductivity degradation (TCD) will be submitted by November 30, 2020 (in accordance with the commitment made in letter ML17318A084).
A LAR will make the necessary TS changes to support implementation of WCAP-17642-P-A (PAD5).
- The MPS3 MUR submittal is independent of the above submittals.
