Enclosed is one (1) copy of the Design Control Document (DCD) for the Docket Control Desk and one (1) copy for the Public Document Room. Further, in accordance wth directien of NRR project staff, General Electric Nuclear Energy (GE-NE) is providing thirteen (13) copies of the DCD to the NRR recipients listed on. This is being done to accelerate the distribution process and ensure timely staff receipt of the DCD.
The DCD is comprised of an Introduction, the Certified Design Material (i.e.,
Tier 1), and the Approved Safety Analysis Material (i.e., Tier 2). The DCD is prosided consistent with NRC's Guidance IAtter (Reference 1) as clarified in subse<1uent discussions with NRR. The DCD provides, in a single document, design-related information to be incorporated by reference in the design certification rule for the AllWR standard design.

O As requested by Reference 2, the enclosed DCD incorporates staff comments on the presious DCD transmittal (Reference 3). Specific GE-NE responses to the staff comments are prosided in Attachment 2. Also as requested by Reference 2, GE-NE certifies that the current DCD is accurate and complete and that all differences l
between the DCD and the SSAR/CDM and the reasons for them are identified (Attachment 3). Finally, the root cause of why unidentified changes occurred in the presious DCD transmittal and the corrective measures taken is the subject of Reference 4.
Meetings between the staff and GE-NE to discuss GE-NE submittals of proposed I
sections and a proposed DCD Introduction have proved a beneficial means fi>r co s tructively resohing issues raised by staff comments and reaching agreement on appropriate implementing language for the relevant DCD provisions. GE-NE has incorporated the agreed upon language in the DCD package submitted herewith. We note, in particular, the agreed upon fermat fbr identifying deleted SSAR sections and specifying their non-DCD status; the designation of Tier 2* material and the j
specification of a change mechanism for that material which provides fbr staff approval prior to change implementation; deletion of SSAR proprietary and safeguards infbrmation; deletion of detailed PRA-related data; specifying the status of ITAAC following a s52.103(g) finding; and the expiration of specified Tier 2*
information once a referencing plant achieves 100% power.
Discussion continues on the last remaining DCD issue, regarding the applicability of the s50.59-like process to Chapter 19. The GE-NE proposal (br resohing that issue is contained in Section 3.8 of the DCD Introduction submitted herewith. In summag, the section prosides that 1) a safety evaluation shall be performed if a change would either adversely affect a function identified as an important feature in Section 19.8 or would climinate or preclude a function identified in Chapter 19 as sening to prevent or mitigate a severe accident; and 2) prior NRC approval in the form of a COL or COL amendment shall be sought if the safety evaluation determines that the change would significantly increase the probability or consequences of a severe accident evaluated in Chapter 19. In the near future, we intend to submit a paper which explains the basis for our proposal and to discuss this matter with the staff at a meeting on November 2,1994.

public to obtain copics of the Dua. We agree that this is the appropriate course.

ATTACHMENT 2 ABWR DCD SUBMITTAL OF SEPTEMBER 7,1994 GERESPONSES TO NRC COMMENTS I.
Comments on DCD Tier 2* and Other Items from PDST 1.
Per discussion in the GE/NRC meeting at SanJose, CA on September 27 and 28, 1994, Section 3.5, and Tables 1 and 8 of DCD/ Introduction have been modified to include the " sunset" provision for " Tier 2*" commitments designated in DCD/ Introduction Tables 2,3,4,8 (initial fuel design only),9,10 and 11. These commitments are identified for expiration of" Tier 2*" change restriction following "First Full Power "

During the GE/NRC meeting at SanJose, CA on September 27 and 28,1994, several areas of DCD/ Introduction were also discussed. The NRC staff provided their comments on DCD/ Introduction in a letter dated October 4,1994 and discussed them with GE in a meeting on October 6,1994 at Rockville, MD. The staff faxed an acceptable language of Section 3.4 of DCD/ Introduction on October 20,1994 and documented the meeting summag of the October 6th meeting in a memo dated October 21,1994. GE and its consultants (Messrs.
Rowden and Frantz) have been interacting with NRR and OGC staff. Based on the above, the DCD/ Introduction has been prepared subject to resolution of role of PRA/SA information in the DCD and in 10CFR50.59 process. The cover letter transmitting this attachment addresses this issue and other residual issues.

During the GE/NRC meeting at SanJose, CA on September 27 and 28,1994, several areas of DCD/ Tier 2 were also discussed. Specifically, the staff commented on Chapter 19 of PRA/SA analyses. GE and staff agreed to markups of Appendices 19I,19M and 19R for' inclusion in the October submittal.
The staff discussed moving Appendix 19P to the ABWR Technical Support Document and confirmed it in the memo of October 21,1994.
Subsequently, GE (N. Patel) and the staff (Messrs. Thomas and Chiramal) interacted and agreed to remove the fault trees and event trees from Chapter 19 and 15 for consistency with the markups of Appendices 191,19M and 19R.
Chapter 15, including Appendix 15D, were revised to repine specific probabilities by qualitative phrases.

Self-Test System Design Testing Features and Commitments:
The two typing errors regarding words, "7.1.2.1.6" and " submitted," are corrected in DCD/ Tier 2 Subsection 7.1.1.2. DCD/ Introduction Table 1 is modified to include " Subsection 7.1.1.2"in the table and "11" in place of"10"in Note (1).

DCD/ Introduction Table 9 is modified to correctly laclude "7.2.2.2.1(6)" in the table and " italicized" in Note (2).

As part of the FOAKE program, the systems cooled by the UHS were evaluated and it was determined that the federally mandated phase out of several commonly used refrigerants would require lowering the UHS temperature to 95 F (35 C).
FOAKE also found that plate type heat exchangers would be much more suitable. Finally, it is prudent to allow the use of both screw-type and centrifugal-type chillers.
