Dear Dr. Scott:
The Commission has issued the enclosed Amendment No.'5 to Facility License No. R-89 for the Cornell University ZER0 POWER Reactor. The amendment modifies the line organization which directs the ZER0 POWER Reactor in response to your letter of March 7,1997.
A copy of the related safety evaluation supporting Amendment No. 5 is also enclosed.
