Dear Mr. Terry:

An NRC inspection was conducted April 28 through May 2,1997, at your Comanche Peak
Steam Electric Station, Units 1 and 2 reactor facilitias. At the conclusion of the inspection,
the findings were discussed with you and those members of your staff identified in the
enclosed report. The enclosed report presents the scope and results of that inspection.

The inspector determined that your physical security program was effectively implemented.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
