MILLSTONE UNIT NO. 3 HOSE STATION DEVIATION REQUEST BTP_9.5-1, SECTION C.6.c.4 STATES: Interior manual hose installation should be able to reach any location that contains, or could present a fire exposure hazard to, safety-related equipment with at least one effective hose stream. To accomplish this, standpipes-with hose connections equipped with a maximum of 100 feet of 1-1 " woven-jacket, lined fire hose and suitable nozzles should be pro-vided in all buildings on all floors. Individual standpipes should be at least 4 inches in diameter for single hose connections and systems should follow the requirements of NFPA-14, " Standpipe and Hose Systems", for . sizing, spacing, and pipe support reauirements. NNECO RESPONSE-NNECO has evaluated BTP 9.5-1, Section C.6.c.4 with respect to the guide-lines for.providing interior manual hose stations for areas which contain or could present a fire exposure hazard to safety-related equipment, with at least one effective hose stream. As part of this evaluation, NNECO performed individual walkdowns of all. safety-related areas at Millstone Unit No. 3. As a result, various plant areas were identified as locations where BTP-9.5-1, Section C.6.c.4 has not been met to its full extent. For those areas identified, NNECO proposes to either comply or request deviation (s) based on a technical review of each individual area. The following summarizes NNECO's position for meeting the intent of BTP 9.5-1, Section C.6.c.4 guidelines for those areas: Auxiliary Building (MCC & Rod Control Area, El. 24'-6" & 43'-6") o NNECO intends to request a deviation from BTP 9.5-1, Section C.6.c.4 o Utilize a local outside hydrant hose house which is capable of pro-viding an effective hose stream for this area. Circulating and Service Water Pumphouse (East & West Service Water Cubicles, El. 14'-6") o Request deviation from Section C.6.c.4 of the BTP. o Install an outside dry standpipe hose station which will contain sufficient hose to reach East and West Service Water Cubicles. o _ Provide hose cart to nearest hydrant hose house to expedite hose connection should the need arise. r s s' Page 2 MP3 H0SE STATION DEVIATION REQUEST ' Hydrogen Recombiner Building (El. 24' - 0" and 51' - 4") Request deviation from BTP 9.5-1, Section C.6.c.4 Utilize outside yard hydrant hose house located adjacent to building, which is capable of providing an effective hose stream for this-area. Main Steam Valve Enclosure Building Request deviation from 9.5-1, Section C.6.c.4 Utilize outside hydrant hose house located in close proximity to the MSVE, which is capable of providing an effective hose stream for this area. Service Building Tunnel Areas (North & South Tunnels El. 4' - 6") Request deviation from Section BTP 9.5-1, C.6.c.4 Install hose reel (dry type) equipped with 100 feet of 11" hose in order to provide fire fighting coverage to east section of tunnels. Hose reels will be supplied with water by utilizing 21 inch fire hose from adjacent hose stations / hydrant houses. Attached is a detailed technical information section for each of the above areas. NNEC0 feels that with the implementation of the proposed modifications, an acceptable level of fire protection will be achieved and the intent to BTP 9.5-1, Section C.6.c.4 met.

g* 9 TECHNICAL INFORMATION SECTION

i. i-AUXILIARY BUILDING MCC & ROD CONTROL AREA EL. 24'-6" & 43'-6" o i

MILLSTONE UNIT NO. 3 AUXILIARY BUILDING DEVIATION REQUEST DEVIATION REQUEST Permanent plant hose stations have been installed within the Auxiliary Building. However, there is one area (West MCC & Rod Control Area) located on Elevations 24'- 6" and 43'- 6", which lacks adequate coverage. NNECO requests a deviation from BTP 9.5-1, Section C.6.c.4 with respect to the guidelines for providing interior manual hose stations for areas which contain or could present a fire exposure hazard to safety-related equipment. NNECO's DISCUSSION As a result of a walkthrough inspection, NNECO has identified one area (West MCC & Rod Control Area) which does not meet the requirements of BTP 9.5-1, Section C.6.c.4 with respect to hose station locations. It is NNECO's position that equivalent coverage can be provided in this area to support manual firefighting efforts should the need arise through the use of an outside hydrant hose house in the area. NNECO intends to utilize a hydrant hose house located adjacent to the low pressure CO2 Storage Tank (approximately 150 from the West MCC & Rod Control Area entrance). Please refer to the attached sketch. A 2-1/2" hose can be stretched to the entrance of the auxiliary building and wyed to 1-1/2" hose for manual firefighting purposes. Attached is a hydraulic calculation which verifies that the hydrant to be utilized during this interim period is capable of providing at least one effective hose stream. In addition to the above firefighting capabilities it is NNECO's position that a fire within this area would not affect the plant's capabilities to achieve safe shutdown. This position is based on active and passive feato. s which have been incorporated into Millstone Unit No. 3 design. o lonization smoke detection provided throughout the East and West MCC & Rod Control Areas which would provide an early warning of any fire condition. o Automatic total flooding carbon dioxide fire suppression system. o Portable fire extinguishers in accordance with NFPA-10. Three-hour (3 hr.) fire rated wall and door separates the East and West o MCC & Rod Control Areas. o The two areas are completely redundant, therefore, there is no impact on the safe shutdown of the plant. Based on the implementation of the above, NNECO feels that an adequate level of fire protectionwill be provided thus satisfying the intent of BTP 9.5-1, Section C.6.c.4 guidelines. e

MILLSTONE UNIT NO. 3 CIRCULATING & SERVICE WATER PUMPHOUSE DEVIATION REQUEST DEVIATION REQUEST BTP 9.5-1, Section C.6.c.4 requires that interior hose stations be capable of reaching any locations that contains or could present a fire exposure hazard to safety-related equipment with Ct least one effective hose stream. NNECO requests a deviation from Section C.6.c.4 of the BTP for the Circulating & Service Water Pumphouse. NNECO'S DISCUSSION .NNCCO has performed an evaluation of Millstone Unit No. 3's Circulating & Service Water Pumphouse with respect to hose otations.as specified in BTP 9.5-1, Section C.6.c.4. As a result of this evaluation, it was deternined that minor changes are necessary to assure that at less, one effective hose stream can be provided for the East & West Service Water Cubicles. It chould be noted that these cubicles are the only areas within the j Circulating & Service Water Pumphouse which contain safety-related/ safe shutdown components. Each cubicle is provided with the following active and passive features: o All cables are IEEE-383 qualified. o Complete redundancy. No impact on safe shutdown of the plant. I o Ionization smoke detection te provide early warning of any fire condition. o Portable fire extinguishers in accordance with NFPA-10. o Three-hour rated fire barriers exist between each cubicle and other parts of the building. Should the need ever arise to utilize a fire hose stream within the Circulating & Service Water Pumphouse, NNECO proposes to utilize a fully equipped hydrant hose house (#9) located cpproximately'300 feet north of the central entrance. Please refer to attached sketch. Hydrant hose house #9 is provided with sufficient hose to reach the north entrance of the Circulating & Service Water Pumphouse.

CIRCULATING & SERVICE WATER PUMPHOUSE Page 2 So as to provide for a timely and reliable means of connecting this hose, a hose cart containing 300 feet of 2-1/2" hose will be utilized. This hose cart can be handled by one or two brigade nembers, should the need arise (see attached). At the north ontrance to the Circulating & Service Water Pumphouse, it is NNECO's intent to install a dry standpipe hose station which will contain sufficient 1-1/2" hose to reach the East and West Service Water Cubicles (refer to attached sketch). This will provide cdequate firefighting capabilities for this area. Also, attached is a hydraulic calculation which verifies that the hydrant to be utilized is capable of providing at least one effective hose otream. Based on the implementation of the above modification, it is NNECO's position that an adequate level of fire protection will be provided. NNECO's commitment to provide the above should satisfy BTP 9.5-1, Section C.6.c.4 guidelines. I

" Interior hose stations be capable of reaching any location that contains or could present a fire exposure hazard to safety-related equipment with at least one effective hose stream". After evaluating the fire hazards associated with the Hydrogen Recombiner Building and other available manual fire protection equipment, NNECO requests a deviation from Section C.6.c.4 of I the BTP. NNECO'S DISCUSSION NNECO has performed an evaluation of the Hydrogen Recombiner Building. As a result, NNECO has determined that the fire teverity within this building is negligible, consisting of a slow burning (smoldering) cable insulation fire. This is cased on the followings o All cables are IEEE-383 qualified. o Cable and equipment separation exists, o Minimal combustible loading (cables) within this building (BTU's = 830, which is equivalent to.6 min, fire duration). In addition to the above cable characteristics, the following Hydrogen Recombiner Building, active and passive features, have been incorporated into Millstone Unit No. 3's design. Ionization smoke detection provided throughout the building o which would provide an early warning of any fire condition. Portable fire extinguishers in accordance with NFPA-10. o Separation of equipment by distance. o

i l HYDROGEN RECOMBINER BUILDING Page 2 Should the need ever arise to utilize a fire hose stream within the Hydrogen Recombiner Building (EL. 24'-0" or 51'-4"), a fully equipped hydrant hose house is located in close proximity (approximately 50 feet) south of the entrance to the building (please refer to the attached sketch). This hydrant hose house is provided with sufficient hose to reach all areas within the building. Also, attached is a hydraulic calculation which i verifies that the hydrant hose house to be utilized for this building is capable of providing at least one effective hose stream. In conclusion, it is NNECO's position that based upon the active and passive features, existing fire protection scheme and remote probability of fire occurrence, that adequate protection has been provided. In addition, it should be noted that this building does not contain safe shutdown equipment and thus does not effect the plant's capabilities to achieve safe shutdown. Therefore, a deviation request should be granted since the intent of BTP l 9.5-1, Section C.6.c.4 has been met. i l i I u

t l MILLSTONE UNIT NO. 3 i NAIN STEAM VALVE ENCLOSURE BUILDING DEVIATION REOUEST DEVIATION REQUEST BTP 9.5-1, Section C.6.c.4 requires... " Interior manual hose installation be capable of reaching any location that contains or could present a fire exposure to safety-related equipment with at least one effective hose stream". NNECO requests deviation from Section C.6.c.4 of BTP 9.5-1 for the Main Steam Valve Enclosure Building. NNECO'S RESPONSE NNECO has performed an evaluation of the Main Steam Valve Enclosure Building (MSVE) with respect to hose stations as specified in Section C.C.c.4. As a result, NNECO has determined that a fire within this building is extremely remote since the majority of equipment / components are essentially of a noncombustible / nonflammable nature. It should be noted that the fire hazard, associated within this building, is approximately 24 gallons of hydraulic fluid. It should also be noted 'that most of all cables within this building are enclosed in conduit or in metal junction boxes. Should the need ever arise to utilize a fire hose stream within the MSVE, a fully equipped hydrant hose house is located in close proximity (approximately 75 feet) to the south entrance of the MSVE (refer to attached sketch). This hydrant hose house is provided with sufficient hose to reach most areas of the MSVE. In addition to the outside hydrant hose house, hose station #60, located in the Auxiliary Building (EL. 66'-6"), can also be utilized since there is a common stairwell between the Auxiliary Building and MSVE. The attached hydraulic calculation verifies that the hydrant hose house to be utilized for this building is capable of providing at least one effective hose stream for this area.

MAIN STEAM VALVE ENCLOSURE Page 2 In addition to the above, NNECO feels that a fire within this crea will not affect the plant's capability to achieve safe shutdown. This position is based on the following: o Redundant components are separated by reinforced concrete barriers. o Insignificant combustible loading. j o Available manual firefighting capabilities (portable fire extinguishers, hose stations from adjacent Auxiliary Building and the yard fire water syster). NNECO concludes that even in the event of no operator action, chould a fire occur, the damage would be superficial as there is cinimal combustible loading in this area. In case of a hydraulic fluid fire, the loss of a feedwater isolation valve would result. Even in this worst case, there would be no impact on safe chutdown of the plant. Therefore, it is NNECO's position that a deviation request should be granted since the intent of BTP 9.5-1, Section C.6.c.4 guidelines have been met. L

.. o o-MILLSTONE UNIT NO. 3 SERVICE BUILDING NORTH AND SOUTH TUNNELS DEVIATION REQUEST DEVIATION REOUEST BTP 9.5-1, Section C.6.c.4 requires: " Interior hose stations be capable of reaching any location that contains or could present a fire exposure hazard to safety-related equipment with at least one effective hose stream." NNECO'S DISCUSSION NNECO has performed an evaluation of the Service Building's North and South Tunnel Areas (El. 4'-6"). As a result of this evalua-tion, NNECO'has determined that plant hose stations are necessary to provide adequate coverage within the North and South Tunnel Areas to support manual firefighting efforts. Presently, hose stations are installed in accordance with NFPA-14 guidelines within the Control Building (El. 4'-6"). These hose stations will provide partial coverage to the Service Building Tunnel areas. However, in order to ensure complete hose coverage, NNECO proposes to install hose reels at (East and West MCC and Rod Control Area El.the Auxiliary Building side 24'-6"). These hose reels will be manually supplied by single 2 1/2 inch hose lines from adjacent water supplies. The water supply for the hose reel to be located within the East MCC and Rod Control Area will be obtained from a nearby hose rack located in the Auxiliary Building. The water supply for the West MCC Rod Control Area hose reel will be supplied by an outside hydrant hose house. (Refer to attached sketch No. 2.) In addition to the above manual firefighting capabilities, it is NNECO's position that a fire within this area would not affect the plant's capabilities to achi-ve safe shutdown. This position is based on both active and pasitee features which have been incorporated in Millstone Unit No. 3's design. They include: Ionization smoke detection which would provide an o e early warning of any fire condition. Automatic total flooding carbon dioxide fire o suppression system. Portable fire extinguishers in accordance with o NFPA-10.

The two areas are completely redundant in a separate o fire area. Based on the implementation of the above, it is NNECO's position that an adequate level of hose coverage will be provided for the tunnel areas. Therefore, 9.5-1, Section C.6.c.4 guidelines.this modification should satisfy BTP k L_.
