This refers to the Pre)perational Security Program Review conducted by Mr. R.
J. Bailey of this office nn June 10-14, 1985 of activities authorized by NRC
Construction Permit No. CPPR-135 at the Seabrook Nuclear Station, Seabrook, New
Hampshire and to the discussion of our findings held by Mr. Bailey with Mr. W.
A. DiFrofio and other members of your staff at the conclusion of the inspec-

tion.
Areas examined during this review are described in the NRC Region I Inspection
Report which is enclosed with this letter. Within these areas, the review con-
sisted of an examination of security program plans and procedures, status of

program implementation, interviews with personnel, and observations by the in-
spector.

Portions of Attachment I to the enclosed inspection report contain details of
your security program that have been determined to be exempt from public dis-
closure in accordance with 10 CFR 73.21 (Safeguards Information) and 10 CFR 9.5(a)(4) (Commercial or Financial Information). Therefore,'the portions so
identified will not be placed in the NRC Public Document Room and will receive
limited distribution. The remainder of Attachment 1, Attachment 2, the
inspection report and this letter will be placed in the Public Document Room
in accordance with 10 CFR 2.790(a).
No reply to this letter is required. Your cooperation is appreciated.
