SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 88 TO FACILITY OPERATING LICENSE NO. NPF-3 TOLED0 EDIS0N COMPANY AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY DAVIS-BESSE NUCLEAR POWER STATION, UNIT N0. 1 DOCKET NO. 50-346
1.0 INTRODUCTION
The Toled' Edison Company has requested, by letter dated October 8,1984, o
a change to subsection 6.2.3 of the Administrative Controls Section of the Technical Specifications for the Davis-Besse Nuclear Power Station. Below is a brief description and our evaluation of the change.
2.0 DESCRIPTION
The Davis-Besse Technical Specifications are to be revised to add a subsection 6.2.3 which places limitations on working hours of facility staff who perform safety-related functions. A normal eight-hour day, 40-hour week is desired; however for those times when overtime is used, the subsection as proposed will limit facility staff who perform safety-related functions to work the following schedules:

Any deviations from the prescribed guidance must receive rr.anagement review and routine deviations will not be authorized.

. 3.0 EVALUATION The proposed change will improve safe plant operation by requiring limitation on overtime of key personnel so that potential human errors that may be caused by fatigue can be prevented. This change is in accordance with NRC guidance provided in Generic Letter 82-12 which provided interpretation of the resolution of NUREG-0737, Item I.A.1.3.1., Limit Overtime.
It is therefore acceptable.
4.0 ENVIRONMENTAL CONSIDERATION
This amendment relates to a change in administrative procedures and requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Therefore, no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment pursuant to 10 CFR 51.22(b).
5.0 CONCLUSION
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such
. activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
