Gentlemen:
Haddam Neck Plant Human Factors Review for Fire Protection By the referenced letter the Staff forwarded an exemption from certain requirements of 10 CFR 50, Appendix R for the Haddam Neck Plant control room. The exemption contained a condition that Connecticut Yankee Atomic Power Company (CYAPCO) provide a human factors review demonstrating that operators can perform the necessary actions outside the control room in a timely and effective manner. The letter also stated this review may be performed af ter completion of the modifications and can be included in our control room design review (CRDR) performed in accordance with Supplement I to NUREG-0737.
CYAPCO hereby informs the Staff our schedule for the human factors review for fire protection will be included in our CRDR program plan which is required to be submitted to the Staff by February 28,1986. Procedures to achieve safe shutdown with loss of the main control board or the auxiliary control cabinets will be implemented af ter the fire protection modifications discussed in the referenced letter are completed. CYAPCO understands these procedures are subject to NRC approval.
