Dear Judge Bloch:

The purpose of this letter is to memorialize my conversation with you of i

January 16, 1985, wherein, on behalf of the Applicants in this case, I requested a temporary cessation of formal hearings In the above dockets until the first of March,1985. The purpose of this request was to provide time for Applicants to analyze, and prepare to respond to, the findings of the Technical Review Team relating to the quality assurance / quality control programs at Comanche Peak. The request was also in recognition of Indications from the NRC Staff that its final position on many of the issues before this Board could not be prepared before the end of February,1985.

We believe that a temporary postponement of formal hearings will prove beneficial to the hearing process. Applicants 'also request that -

the Board withhold, for the time being, action on Applicants' pending 50.57(c) request for fuel loading authority.

In the same conversation, I advised you that Mr. Thomas G. Dignan, Jr. and l

his firm, Ropes & Gray of Boston, would become an ~ additional counsel for

  • Appilcants in.the licensing proceedings. A formal appearance of counsel should be filed within the next few days. Additionally, I have been asked to assume lead responsibility for tne case in general and will be making assignments for various phases of the proceedings to the other two firms.
