Radiography Before Te=pering:
The valve supplier's ande licensee's interpreta: ion of the code requirement for the timing of radiography is:
The March 1970 Addendum of the-Draft Pu=p and valve Code allows radiog-raphy to be_perfor=ed a: 'any. cine.
Paragraph 615.3(b) s:stes:
" Radiographic,, ultrasonic and addy cur:en: examinations _ may be performed before or after any forming or hea trea: ment.".Also, Seccion 314 of-the 1968 Draft AS3E Code for Pu=ps and Valves'for Nuclear Power requires cha:'"non-' dest.uctive exn=inacions for ma:erials shall be performed after any heat treatments'. required
'by the Material Specificacion".
The Material Specification for the MSIV's (ASTM A216-69) requires tha: the ma:erials be either normalized or normalized and tempered.
Thus, the D sfc Pu=p and Valve Code is in=arp;c:od for ASTM A216-69 to mean:
"non-destrue:ive exs=ina: ions for =a:erials s
shall be performed after normalizing'or normalising and ce:pering." l This interpreta: ion is considered as' good engineering' practice because :empering would not cause any change or itow:h of indica ions c defec:s.

'Pos: Weld Hos: T cacment At 1340 deg ce 7:
Weld Procedure QAP-49D, da:ed May 7, 1971 was used for-repair welds on MSIV 3227022D.
However, in March of 1973, Phila-dalphis.Elce::ic Co=pany identified a noncompliance to :his procedure during a. source audit:
weld repairs'in excess of the-qualified size range were made.. Corrective action to this finding was to modify, the procedure.
Previous to this finding, a qualification of this procedure was performed and a'PQR:exis:ed
. for the larger velds.- The modified procedure was back dated October'26,.1971 to =atch tha date of che PQR.
The October 26,
-1971 procedure was submi:ced as part of the final documentation package'for the valve and therefore this was the procedure used in reviewing the final records.
QAP-49D dated Occober 26, 1971-did not limit post vuld huac creatment temperatures..
In addition, the DCPV did not lisit the r/
- emperatures as do more_ current editions of the Code.
(Section fi IIT scarced in 1973 to li=it PWMT comperneures to 1250 degroo 7

for carbon stec1).
f.ls o, Succion IX of.che Code was a=higuous-in regard to wha: change in heat treatman: temperatures cons:1:u:ed the need for procedure requalification.
However,,recen: editions' of Section IX have cleared the ambiguicy.
In. view cf the curren:
iacurpretaciuu..wu are in the process of qualifying the veld

procedure for the post veld heat.crea: men: - compara:ures used.
We expect to have the qualification tes:s complaced and evalua:ed 1
i L'y May 31, 1982.
+.
We have reviewed the docu=enta:$on of several other icens supplied g<
by the sa=a foundry and samples of other. suppliers and have determined that the high post veld heac creat=ent temperaturer are-isola:ed to the MSIV's.
Also, since 1973 the Code has limi:ed I
post' weld heat creatman: temperatures.
Therefore, other than L'
the above described actions, no additional ac: ion :o preven:
l recurrence is needed.
