OF MARCH 9, 2020, PUBLIC WEBINAR TO DISCUSS THE INDEPENDENT SPENT FUEL STORAGE INSTALLATION INSPECTION ENHANCEMENT INITIATIVE RECOMMENDATIONS On March 9, 2020, a Category 3 public webinar was held to discuss the Independent Spent Fuel Storage Installation (ISFSI) Inspection Enhancement Initiative draft final recommendations with interested stakeholders,receive comments and answer questions from the public. The meeting notice and agenda, dated February 27, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20066L500. During the webinar, NRC staff presented an overview of the ISFSI Inspection Enhancement Initiative draft final recommendations, which is available at ADAMS Accession No. ML20066L232. A transcript of the webinar was also produced and is available at ADAMS Accession No. ML20092G667. The enclosure to this document contains the webinar attendance list.

The webinar began with an introduction of the primary NRC staff involved in the initiative.

Introductory remarks were then given by the Division of Fuel Management Director, Ms. Andrea Kock, followed by a presentation on the ISFSI inspection enhancement initiative by Mr. Jeremy Tapp. The presentation focused on the initiatives background, scope, evaluation methodology, key considerations, and draft final recommendations to develop a more risk-informed, comprehensive, and consistent approach to oversight of spent fuel storage across NRC regional offices. After the presentation, time was dedicated to receiving comments and answering questions regarding the draft final recommendations from the nuclear industry and members of the public.

Over 75 people participated in the webinar using both Skype and a teleconference line.

Participants that self-identified as attending the webinar included representatives of the Nuclear Energy Institute, nuclear industry, non-government organizations, and other members of the public.

Key topics discussed during the public comment portion of the webinar included:

Details of the draft final recommendations including the specific oversight program change percentages, what activities were determined to be risk significant, what areas of overlap were eliminated, 10 CFR 72.212 requirements, working group member composition, and resident inspector cross qualifications.

Other topics outside of the scope of the enhancement initiative, including information on timelines for cask weld failures, cask weld inspection techniques by licensees, licensee cask monitoring requirements, licensee cask loading and repackaging requirements, and radiation levels at ISFSI sites.

The NRC staff responded to each question asked and committed to follow-up on one question regarding how licensees will fund canister repackaging at sites without a spent fuel pool. The NRC staff stated that the comments and questions received will be considered during finalization of the recommendations. Once a final decision has been made by NRC management on implementation of the recommendations, program documents will be updated, including revisions to the applicable inspection manual chapters and inspection procedures.

The NRC staff stated that full implementation of the new ISFSI inspection program is planned for the beginning of calendar year 2021.

No regulatory decisions were made during the meeting.
