Dear Sir:

During the past year we have conducted an exhaustive vendor survey to determine if fraudulent products sold by Ray Miller, Inc. have been supplied to Seabrook Station.

Specifically, activities have included:

(1) Specific inquiries addressing vendors named by the NRC as known customers, end users, and secondary recipients (See table below)

(2) Inquiries of Seabrook vendors other than those named by the NRC as known customers, end users, and secondary recipients furnishing related materials (See table below)

(3) Investigation by Procurement, QA, and Engineering of orders containing materials of Ray Miller origin.

United States Nuclear Regulatory Commission March 22, 1984 Attention:

Mr. Thomas E. Murley Page 3 Notices but did not delineate the source of supply.

It was indicated, however, that the source of supply was not the Ray Miller office located in Charleston, West Virginia. Furthermore, Norwalk Fabricators, Inc. is currently out of business, therefore, further contact with them is complicated if not impossible. Two of these three purchase orders (246-5 and 246-11) involved non-nuclear safety equipment and as such it is our intent to use the equipment as is with no additional qualification of the potential Ray Miller material. The third of these three purchase orders (246-13) does involve nuclear safety-related equipment (Safety Class III, Diesel Fuel Oil Storage Tanks) with potential Ray Miller material. The Diesel Fuel Oil Storage Tanks were fabricated by Norwalk. A nozzle on these tanks was potentially supplied by Ray Miller. We are currently reviewing the available records to determine if the Fuel Oil Storage Tanks do include materials supplied by Ray Miller and if so, will qualify or replace as necessary. A supplemental response on this matter will be submitted by May 30, 1984.

Very truly yours, W$[
