Response to Inspection Report Nos. 50-443/83-14 and 50-444/83-11

Dear Sir:

In response to the violation which you reported in the subject Inspection Report, we offer the following:

NRC Notice of Violation (443/83-14-01):

10 CFR 50, Appendix B, Criterion X, and the Seabrook Station Final Safety Analysis Report, Section 17.1.1.10, require inspections be performed of activities affecting quality to verify conformance with documented procedures and drawings.

Contrary to the above, es of August 19, 1983, proper inspection of an activity affecting quality to verify conformance with documented procedures and drawings was not performed in that selected terminations of electrical conductors did not meet the requirements of United Engineers and Constructors Drawing 9763-M-300230, " Wiring Systems Notes and Typical Details," and Fischbach-Boelos-Manzi Quality Control Prceedure 505, " Quality Control Procedure for Installation of Cable Terminations," and had been inspected and accepted as satisfactory by Quality Control personnel.

This is a Severity Level V violation (Supplement II).

Corrective Action Tuken and Results Achieved:

The violation noted by the inspector wa:' incorporated by the electrical installation contractor (FBM) into NCR #406. The NCR disposition requires reworking of the affected terminals to restore them to the original intended 4

design, t

A sampling inspection of additional cable terminations is being conducted to determine if the problem is localized. Retraining sessions were conducted for inspection and craft personnel covering the requirements for cable terminations.
