FINAL DECISION ON WORKING GROUP RECOMMENDATIONS FOR BUILDING A SMARTER FUEL CYCLE INSPECTION PROGRAM This memorandum provides the final decision on the recommendations from the U.S. Nuclear Regulatory Commission (NRC) fuel cycle inspection program working group (WG). On April 26, 2019, the NRC staff established a WG to conduct a holistic assessment of the fuel cycle inspection program to improve the effectiveness and efficiency of the program (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19074A139). On March 16, the WG provided me, via memorandum, recommendations detailed in the report titled, Proposed Recommendations for Building a Smarter Fuel Cycle Inspection Program, (ADAMS Accession No. ML20073G659).

I have carefully considered all the recommendations and alternative views described in the report. I approve all the recommendations as written in the report, consistent with the roles and responsibilities delineated in Inspection Manual Chapter 2600, Fuel Cycle Facility Operational Safety and Safeguards Inspection Program. I am requesting that you provide the names of team members that will be responsible for implementing the recommendations to me on or before April 14, 2020. The implementation team will develop a detailed implementation plan to complete updates to inspection guidance by December 2020. Implementation of inspection activities using the updated IMC 2600 inspection guidance should begin in calendar year 2021.
