$HIELDS L DALTROFF eLec'ric"[nEuNom December 15, 1982 Docket Nos. 50-277 50-278 Mr. Darrell G. Eisenhut, Director Division of Licensing U.S. Nuclear Regulatory Commission Washington, DC 20555
SUBJECT:
NUREG-0737, Item III.D.3.4, Control Room Habitability Requirements
Dear Mr. Eisenhut:
This letter identifies the need for a three month delay in our schedule to replace the gaseous chlorination system at the Peach Bottom Atomic Power Station with a liquid sodium hypochlorite system.
The replacement responds to the NUREG-0737, Item III.D.3.4 requirement to protect control room personnel from the accidental release of toxic and radioactive gases.
The results of our control room habitability study were presented in Attachment O of the January 8, 1981 letter (S. L.
Daltroff to D. G. Eisenhut, NRC).
The only potential hazard identified was the on-site storage of chlorine.
As described in correspondence dated April 2, 1981 (J. W. Gallagher, PECo. to D.
G. Eisenhut, NRC), our investigation of possible modifications concluded that the most effective means of eliminating this hazard involves the replacement of the gaseous chlorination system with a liquid sodium hypochlorite system.
The April 2, 1981 letter committed te the installation of the new system by 0%/
January 1, 1983.

s Mr. Darrell G. Eisenhut, Director Page 2 Several major pieces of equipment required for this modification have not been delivered.
The remaining equipment will not Le received in time to complete the installation of the hypochlorite system by January 1, 1983.
We will expedite the installation of the new system following receipt of the equipment; however, in order to provide the necessary time to complete installation and check-out of the modification, it is necessary to revise the implementation date to February 28, 1983 to eliminate the on-site storage of chlorine gas.
Compliance with Item III.D.3.4 will take effect upon removal of the potential hazard; i.e.,
removal of the chlorine gas bottles from the site.
Should you have any questions concerning this matter, please do not hesitate to contact us.
Very truly yours,
)
