Dear Mr. Collins:
This letter is in response to the Notice of Violation resulting from inspections conducted at this facility during the period September 1,
- 1982, through September 30, 1982.
The specific items found in violation and responses are as follows:
Based on the results of an NRC inspection conducted during the period of September 1-30, 1982, and in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C), 47 FR 9987, dated March 9, 1982, the following violation was identified:
Technical Specification 7.4.a, " Procedures, Administrative Controls," states, in part that,
... written procedures shall be established, implemented, and maintained..."
Standard Operating Procedure 50P 62, Revision 24, dated March 22, 1982, Section 2.3.6, Step 2.3.6.5, states, "At the time the release is initiated, visually verify flow through the sight flow indicator to RT-6212 and 6213 and record verification and time in the station log."
Contrary to the above, on September 9,
- 1982, the NRC inspector determined that the licensee had not recorded the verification as required by 50P 62.
- 1) The corrective steps which have been taken and the results achieved:
The operators were all verbally instructed in the requirement to log the flow verification through RT-6212 and 6213 in their narrative log.
The next batch release was made from the reactor building sump on September 27,
- 1982, and the flow verification was logged properly at that time.

. 2) Corrective steps which will be taken to avoid further violations:
A memo dated November 12, 1982, was sent to all equipment operators and shift supervisors reminding them of the procedural requirements of S0P 62.
- 3) The date when f0ll compliance will be achieved:
Full compliance regarding the above violation was achieved on September 27, 1982, when the sample flow verification was logged as required by the procedure.
