This letter refers to the Inspection conducted by Mr. L. E. Vorderbrueggen during April 5-30, 1982, as documented in your letter of July 9, 1982, of activities authorized by the Nuclear Regulatory Commission (NRC)
Construction Permit Nos. CPPR-141, 142 and 143.
During this Inspection, one (1) item of noncompliance was identified.
Our response to this item of noncompliance (Severity Level V-Supplement II) is presented in the enclosed Attachment A.

ATTACHMENT A NOTICE OF VIOLATION Docket No. 50-529 Construction Permit No. CPPR-142 During an Inspection on April 20, 1982, and in accordance with the NRC Enforcement Policy 10CFR Part 2, Appendix C, 47FR9987 (March 9, 1982), the following Violation was identified:
Appendix B of 10CFR50, Criterion V, states, in part:
" Activities affecting quality shall be prescribed by documented instructions, procedures or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings..."
Paragraph 9.5.6 of Bechtel Specification No. 13-PM-204, Field Fabrication and Installation of Nuclear Piping Systems, requires that if work is interrupted after a pipe spool end closure had been removed, "a temporary closure shall be provided by covering the end with plastic and taping or otherwise scaling."
Contrary to this requirement, on April 20, 1982, after work had been suspended at the end of day shift, five (5) safety-related pipe end openings were observed to be open in the Unit 2 Auxiliary Building.

RESPONSE
I 1.
Corrective Steps Taken and Results Achieved Upon notification of the Infraction, the Unit 2 General Superintendent immediately informed the responsible General Foreman and Foreman of the Violation and their responsibil-ities for capping pipe ends during installation.

action was taken to inspect the uncapped pipe for cleanliness and properly cap them.

Corrective Steps That Have Been Taken to Avoid Further Items of Noncompliance Construction Specification 13-PM-204 and Work Plan Procedures 13.0, 200.0 and 202.0, have been reviewed and found to be adequate. Capping of pipe openings has been given increased emphasis and will be an item of special interest by surveillance in Units 1, 2 and 3.

a-Attachment A Notice of Violation Page 2 A memo was issued by the Unit 2 General Superintendent to all Craft Supervisors, Piping Area Field Engineers, Pipe Fitters, General Foremen and Foremen. The memo outlines the require-ments for maintaining pipe cleanliness during installation, and directed training be conducted on this subject.
In addi-tion, training is being conducted in Units 1 and 3 on this subject to avoid further violations.
