Dear Sir:
In the reference letter, the Power Authority stated that the BWR Owners' Group generic study of this item would be reviewed to determine if modifications to the FitzPatrick plant are required. This review has been completed and the Power Authority considers the FitzPatrick ADS accumulator design adequate to assure short and long term core cooling.
The existing ADS accumulators (one per valve) were designed to provide ADS safety / relief valve ( SRV ) actuations at 70% of the drywell design pressure.
For pipe breaks resulting in a higher drywell pressure, sufficient reactor depressurization occurs due to the break to preclude the need for ADS.
The accumulators are sized to provide two actuations at this pressure, although only one actuation is required to depressurize the reactor.
Therefore, the FitzPatrick design includes an adequate short term capability to place the reactor in the shutdown cooling mode.
The ADS accumulators are normally supplied with nitrogen from the nuclear safety grade Containment Atmospheric Dilution (CAD) System via instrument air headers inside containment.
Although the instrument air headern are not safety grade, they are protected from the consequences of postulated pipe breaks requiring ADS for mitigation. In addition, the two headers are physically separated except for one short, common run of piping, near the penetration inside the drywell. , Instrument Air (I A) System. Both systems have ample capacity to supply the ADS accumulators for an extended period of time.
Even in the unlikely event that neither the I A or CAD systems are available, the ADS system has the capability of providing two (2) actuations within approximately two hours.
All of these desi gn features provide the ADS System with the long term capability to maintain the reactor in the shutdown cooling mode.
The Power Authority considers the existing FitzPatrick ADS design adequate without modification. Therefore, this response completes the Authority's efforts on NUREG-0737 Item II.K.3.20.
