Attachment Page 1 of 2 Docket Nos. 50-352 50-353 Reply to a Notice of Violation Restatement of the Violation By letter dated May 10, 1993, from Mr. V. Cwietniewicz, a violation of NRC requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1993), the violation is listed below:
10 CFR Part 50, paragraph 50.74(a) requires that each licensee shall notify the Commission within 30 days of a permanent reassignment from the position for which the licensee has certified the need for a licensed operator or senior operator under 55.31(a)(3) of this chapter.
Contrary to the above, two senior reactor licensed individuals had their status changed in December 1992, so as to no longer need an NRC senior operator's license and the NRC was not notified until May 10, 1993.
This is a Severity Level V Violation (Supplement I).
Response
Admission of Violation Philadelphia Electric Company acknowledges the violation.
Heason for the Violation In December 1992, Limerick Generating Station (LGS)
Operations management determined that operator licenses were no longer required for Matthew H.
Cory (i.e., license number SOP-10276-2) and Robert P. Alejnikov (i.e., license number SOP-10458-1) due to permanent reassignment of these licensed individuals to positions not requiring an operator license.
Mr.
Cory and Mr. Alejnikov did not perform licensed duties at any time after this decision was made.
The LGS Training Division was notified of the changes in status of these two licensees.
Accordingly, a letter to notify the NRC of the change in status of.these licensees as required by 10CFR50.74 was prepared.
However, processing of this letter through signature and submittal to the NRC within 30 days as required by 10CFR50.74 was not completed due to inadequate administrative controls.

Attachment Page 2 of 2 Docket Nos. 50-352 50-353 Corrective Actions and Results Achieved The failure to notify the NRC of the change in status of the two licensed operators was identified in May 1993 through discussion with the NRC.
Cnce identified, the 10CFR50.74 notification letter was prepared and sent to the NRC on May 10, 1993.
Corrective Actions Taken to Avoid Future Non-Compliance Appropriate administrative controls shall be established by August 31, 1993 to ensure that 10CFR50.74 notifications are completed within the required time period.
In addition, until the administrative controls are established, a memorandum has-been issued to remind Operations Department and Training Division management of the need to ensure completion of any subsequent 10CFR50.74 notifications within the required time period.
Date When Full Compliance was Achieved Full compliance was achieved on May 10, 1993 when the NRC was informed of the status changes of the twc senior reactor licensed individuals.
