f. 'lW' In the Authority's response (reference 2) to the November 9,

1981 Notice of Violation (Reference 1), we outlined correc-tive measures being taken to avoid incidents of the type ex-perienced from recurring.

One of these measures was the es-tablishment of an independent Onsite Review Committee (ORC).

This committee will report directly to the Headquarters Office, and will be staffed by one supervisor and three en-gineers.

As originally planned, the ORC was to have been staffed and functional prior to the start of Cycle 5.

Because of j

difficulties in hiring qualified engineers to staff the ORC,

the committee at the start of Cycle 5 was composed of a chairman.

As of March 22, 1982 an additional temporary member has been assigned.

This configuration will continue until permanent members are hired.

Che Authority is makin. every attempt to hire the per-sonnel necessary so that the ORC can fully assume it's J

responsibilities.

Recruiting efforts are currently underway.
