Dear Sir,

Attached is a report entitled " Evaluations of the effects of Corrosion Particles on Control Rod Drive Operation at the James A.

FitzPatrick Nuclear Power Plant, "which is submitted in sup-port of the Reload 4/ Cycle 5 Technical Specification Amendment (Reference 1).

This report provides technical justification for these Technical Specification changes to reduce the Control Rod Drive (CRD) surveillance frequency from the present fifteen-per-cent of operable drives at 8-week intervals, back to the original requirement of ten-percent of the operable drives at 16-week in-tervals.

The report also evaluates the potential impact of carbon steel corrosion particles on the scram reliability of the CRD system during operation without the use of the CRD exhaust header filters recommended by General Electric in their Service Information Let-ter No. 200.

The evaluation indicates that operation without the exhaust header filters does not affect the reliability of the CRD scram function.
