The County of Rockland, by :etition date November 6,1981, timely sought to intervene in the above captioned proceeding.
Pursuant to 10 OFR 2.714(a)(3) the County of Rockland now seeks to amend its status to that of interested state.
For the purposes of this application, the County of Rockland incorporates by reference, its petition of Nove=ber 6, 1981.
Attached hereto is the authorization of the Legislature ro Rockland County, directing the Rockland County Attorney to appear in this proceeding, for the protection of the health and safety of the residents of Rockland County.

AUTHORIZING AND DIRECTING THE COUNTY ATTORNEY TO APPEAR ON BEHALF 0F THE COUNTY OF ROCKLAND AT HEARINGS TO BE HELD BY THE NUCLEAR REGULATORY COMMISSION ON THE SAFETY OF OPERATIONS OF ~ NUCLEAR GENERATING FACILITIES AT INDIAN POINT, NEW YORK.
WHEREAS, nuclear facilities for the generation of electrical power are owned ar"3 operated by Consolidated Edison and the Power Authority of the State of New York at Indi an Point, Buchanan, N.Y., and WHEREAS, the Rockland County Legislature heretofore, by Resolution No. 223 of 1980, requested "the Nuclear Reguli. tory Commission to immediately hold adjudicatory hearings on the question of cessatico of the operations at Indian Point nuclear facil-ities until such time as it could be proven that these facilities can be opera ted safely and that an acceptable evacuation (plan) has been developed" and WHEREAS, the Nuclear Regula torf Commission under Dockets No.
50-247 and 50-286 has issued a " MEMORANDUM AND ORDER" dated January 8,1981 which di rects that a " discretionary proceeding will be conducted in the vicinity of indian Point by the Atomic Licensing and Safety Board, using the full procedural format of a trial-type adjudication, including discovery and cross-examination " concerning the safety of the nuclear facilities at Indian Point, and WHEREAS, the Legislature of Rockland County, heretofore, by Resolution No. 72 of 1981 directed the County Attorney to appear on behalf of the County of Rockland at the Nuclear Ragulatory Commissi on's (hereinaf ter referred to as NRC) hearinos on the safety of operation at the nuclear facility owned by Consolidated idison (hereinafter referred to as CON ED) and Power Authori ty of the State of New York (hereinafter referred to as PASNY) at Buchanan, New York, and WHEREAS, the Office of the County Attorney has been advised that the NRC will hold the aforedescribed hearings within thirty days and WH ER E AS, there have been continuing safety problems at CnN ED's and PASNY's New York nuclear facilities at Indian Point, and
