The NRC transmitted the results of~a special inspection'of the post-j accident sampling and monitoring systems in NRC Inspection Report No. 50-i

.443/89-19, dated January 09, 1990 (Reference (b)). Enclosure 1 to.the inspection report-listed four item-

'uiring resolution prior _-to exceeding l

five percent' power. New Hampshir-

.see has completed the actions required to resolve each of these items a.

-ibed in Enclosure 1 to this letter.

l The actions have been' reviewed by Seabrook Resident _ Inspector, who indicated at the exit meeting f6 1ection 89-20 that these items were

Establish backup post-accident particulate, iodine and noble gas monitoring to meet Technical Specification 6.7.4.f. Accident Monitoring Instrumentation.

v

Response

A design change, Minor Modification (MMOD)89-627, ' Wide Range Gas Monitor (WRGM) Backup Sampling', was approved and installed. Backup monitoring for the WRGH high range iodine / particulate sampling and noble gas monitoring will be-provided by a portable sample pump and a portable radiation detector.

Operability Notification was complete on January 5, 1990 with Full Service Notification complete on January 19. 1990.

This item is considered complete.

Item 2 Repair the heat trace for the containment atmosphere sampling line.

Response

A design change, Design Coordination Report (DCR) 89-39, "CGC Sample Line Heat Trace Modifications" was approved and installed.

This DCR 0 F heated enclosure to relocates existing sample vessels inside a 300 preclude moisture condensation.

1l' Operability Notification was complete on January 17, 1990 with Full Service Notification complete on January 19, 1990.

This item is considered

. complete.

E New Hampshire Yankee February 7, 1990 Item 3 Provide documentation to justify a 65 F heat trace temperature for the 0

plant vent sampling line or increase the heat trace temperature to prevent condensation in the sample line.

Response

Change Authorization (CA) 12 to DCR 88-012, 'WRGH Skids & Misc.

Modifications", was approved and installed.

This DCR increased the heat 0 to 120 F by providing control modification and 0

trace temperature from 65 raising the voltage on the existing heat trace. Heat trace was added to the tubing inside the Primary Auxiliary Building (PAB) to maintain that tubing 0 F.

at 120 Partial Operability Notification was complete on January 19, 1990 with Full Service Notification complete on January 25, 1990. This item is considered complete.

Item 4 Provide training of appropriate personnel in the revised post-accident sample collection, transport, and analysis procedures. Also provide training of appropriate personnel in design changes made.

Response

Lesson plans and procedures were revised to reflect the design changes.

All training was completed on January 18, 1990.

This item is considered complete.
