Dear Sir:
The purpose of this letter is to inform you of the Power Authority's compliance with the Order for Modification of Licenre dated January 9, 1981 (Reference 1).
This Order imposed, as a license condition, a requirement for tne installation of an air dump modification by April 9, 1981.
This modification would automatically scram the reactor on low pressure in the Control Rod Drive System control air header.
Accordingly, the Power Authority installed an air dump nodification within the specified time limit.

- The Power Authority has also undertaken a review of scram discharge system reliability as required by Reference 2.
As a result of this review, the Authority intends to implement long-term modifications to tne JAFNPP, as previously described in References 3, 4 and 5.
These modifications will incorporate a design which:
is similar to tne design of plants for which tne NRC did not require an air dump modification; and, will render the air dump modification unnecessary.
Therefore, upon completion of the 1cng-term modifications, tha Powar Authority intends to remove the air dump modif,ation.
Accordingly, tne Power ?.athority requests that the January 9, 1981 Order for the Modification of License of the FitzPatrick plant be amended to permit removal of the air dump modifica ion contingent upon completion of the long-term modifications described in Refercnces, 3,
4 and 5.
