the site was notified by the NRC site resident inspector that the procedure used for checking the positions of plant service water valves serving safety related equipment (HNP-2-3182, Plant Service Water Pump Operability) was inadequate in meet-

.ing the requirements of Tech Specs section 4.7.1.2.b (i.e. by verifying at least once per 31 days that each plant service water system or standby service water subsystem valve (manual,

power, or automatic) servicing safety related equipment that is not locked, sealed, or otherwise secured in position is in its correct position.)

This -.is_ a nonrepetitive event.

There were no effects upon public h_ealth or safety due to this event.

The cause of this event was the erroneous determination that HNP-2-3182 adequately confirmed the position of the valves serving safety related equipment.

A new procedure (HNP 3187, Plant Service Water System and Standby Service Water Subsystem Val'ves Position Verification) was generated as the

corrective action

It was approved on 7-18-81, performed on 31 and placed in the Tech Specs surveillance program on
