Requested-Information on Emergency Plane Pertaining to the Beach Population Gentlemen By letter of July 22, 1988, (Reference b), the NRC staff requested clarification with respect to provisions in the three. emergency response plans for Seabrook Station for recoannending precautionary protective actione for the beach population.

NRC staff noted that the three emergencyJresponse plans - the New Hampshire Radiological Emergency Response Plan (NHRERP) the Seabrook Plan for Massachusetts Communities.(SPMC); and the Seabrook Station Radiological Emergency Plan - contain provisions for precautionary 4.ctions for beach area populations.

The NHRERP provides that precautionary actions'may be initiated for.the beach population between May 15 and September 15 at the Alert

-emergency-classification level. As the staff is aware, Alert emergency classification level conditions, ar-defined by NUREG-0654/ FEMA-REP-1, do not warr wt protective actions for the general public.

During the ASLB hearings on the NHRERP, State of New Hampshire authorities testified that precautionary accions at the Alert classification are not automatic and that this provision is intended"tio"7 tac.111 tate and expedite later protective actionr.

i At the Alert emergency cla.ssification level, the area of immediate concern encompasses beach areas-within'an approximate two mile radius of the

' plant that experience large populations of beach-goers during the summer unnths. This area is entirely within the jurisdiction of the State of New tampshire.

The NHRERP defines the area of immedis.te concern as the beaches bounded by Great Boar's Head (a distinguishable and readily identifiable las.dmarki to the north and the New Hampshire / Massachusetts border to the south.

These boundaries include the Hampton Beach and Seabrook Beach areas located within two miles of the plant. Massachusetts beach areas, covered by the SPMC, extend from beyond two miles to as far as fourteen miles from the 0

J The precautionary action of closing the New Hampshire beaches within about two i

miles of the plant at the Alert emergency classification level is solely within the discretion of State of New Hampshire authorities.

The onsite emergency response organization does not recommend precautionary actions at the Alert level, but will provide plant status and prognosis information to New Hampshire authorities via the Seabrook Station-Follow-up Information Form (Seabrook Station Emergency Response Procedure ER-2.0).

The attached matrix (Attachment 1) explains the precautionary decisions that would be made, according to emergency classification level, as esteblished in each of the emergency response plans.

The Seabrook Station Emergency Response Procedure ER-5.4 ' Protective Action Recommendations" was revised in April, 1988, to incorporate criteria for recommending evacuation of Hampton and Seabrook Beaches and for recommending closing beaches in Massachusetts at the Site Area Emergency classification level.

The NHRERP provides for closing New Hampshire beaches at a Site Area Emergency and for recommending evacuation of Hampton and Seabrook Beaches based on degrading plant conditions.

The NHRERP was updated in April, 1988, to incorporate the plant condition criteria that would be the basis for a utility recommendation.

On the basis of FEMA /RAC advice, the SPMC was amended in April, 1988, (Amendment 4) to provide for recommending the closing of Salisbury Beach, Plum Island Beaches, and the Parker River National Wildlife Refuge at the Site Area Emergency. This amendment conformed the SPMC to the precautionary action concept of the NHRERP.

The precautionary decisionmaking provisions for the beach population were demonstrated during the June 28 and 29, 1988, Graded Exercise.

An Alert was declared at 0909 on. Day 1.

The State of New Hampshire evaluated the i

conditions associated with the Alert declaration, made the precautionary j

decision to close Hampton and Seabrook Beaches, simulated activation of beach sirens at Hampton Beach and at Seabrook Beach and simulated implementation of.

beach closing at 1105.

A Site Area Emergency was declared at 1146.

The New Hampshire Yankee (NHY) Offsite Response Organization (ORO) simulated implementation of public alert and beach closing for Massachusetts at 1222.

The State of New Hampshire simulated implementation of public alert and reaffirmed beach closing at 1222.

The following points summarize the above information (1) Precautionary beach closings at the Alert level are considered onlY for beaches within about two miles of the plant.

Since the only beaches within two miles of the plant are located in New Hampshire, these precautionary beach closing provisions appropriately are contained in New Hampshire plans alone; there is no need for such provisions in the SPMC.

Precautionary beach closings at the Alert level are considerations solely Within the discretion of the State of New Hampshire.

The onsite emergency response organization does-not intend to recommend-such precautionary actions. Therefore, there are no provisions in the Seabrook Station Radiological Emergency Plan for recommending precautionary beach closings at the Alert level.

(3) Only New Hampshire authorities will notify the public of precautionary closing of beaches within two miles of the plant at'the Alert level.

Neither.the SPHC nor the onsite plan deals with this matter or provides for dissemination of similar informations therefore, the potential for conflicting information to the public is minimal.

(4) The June 28 and 29, 1988, Graded Exercise demonstrated fully the I

implementation of these plan provisions.
