Dear Sir:

The purpose of this letter is to summarize the fire pro-tection compensatory measures which have been implemented at the J. A. FitzPatrick Nuclear Power Plant.

These measures are provided, in the interim, until completion of the fire pro-tection modifications for which extensions have been requested in the above referenced letter.

The measures described below were discussed with members of your staff during a meeting held on February 17, 1981.

The compensatory measures, along with the applicable mod-ification, are as follows:

1) 3.1.7

.- reinforced with Operating Department Standing order 15 recently issued, which requires that the Relay Room Ventilation System shall be secured before the CO2 system is actuated.

Further, a change in the design will be installed such that one operator action (i.e., one control device rather than the two currently required) will simultaneously secure the Relay Room Ventila-tion System and initiate the cog system.

This feature will be operational April 31, 1981 and subsequently incorporated in the new fire panel.

2) 3.1.18 Fire Detection and Signaling System 3.2.6 Signaling Circuit Supervision Operation Department Standing order 15 has been revised to require an hourly patrol for local fire panel checks.

Proper operation of the panels will be verified by observation of electric power availability and other indications.

Any alarm condition will be immediately investigated as to its.cause and appropriate action taken.

In addition, a weekly operability check will be performed in each of the two original local fire panels to ensure that fire alarms are received at the main control room.

3) 3.2.5 Fire Door Supervision Onca each shift, each fire protection door not currently supervised by the security system, will be checked to verify it's proper position.

4) 3.1.20 Electrical Cable Penetration Qualifications For this issue no additional compensatory measures are required.

5) 3.2.2 Pipe Penetrations The remaining pipe penetrations lacking the design material have been sealed with a temporary fire barrier.

Within 30 days upon receipt of the re-maining boot materia), the temporary fire barriers will be replaced with the designed pipe penetration seal.

. 6) 3.2.10 Crescent Area Fire Protection Operations Department Standing Order 15 requires that the operator upon a receipt of a fire alarm in cither the HPCI or RCIC area, immediately initiate the corresponding Fire Suppression Systems.

In addi-tion, a change in the design will be installed such that the Fire Suppression System in the HPCI and RCIC areas, initiate automatically upon a Fire Alarm Detection Signal in those areas.

These features will be operational April 1, 1981 and subsequently incorp-orated in the new fire panel.

The redesign of the Foam Spray System (item 30.a.2 of the letter referenced above) has been completed and released for in-stallation.

This system will be operational April 1, 1981 as dis-

-cussed in the referenced letter.

For your information, a copy of the Operation Department Standing Order 15 is provided herein.

(A copy of an earlier version was provided to Mr. E. Blakwood of I & E at the previously mentioned meeting.)

The Operating Standing Order 15 has been implemented as of February 17, 1981 and the design change described above have been initiated.
