Inspection 50-443/80-04 and 50-444/80-04 Pursuant to receipt of your correspondence regarding the results of the subject inspection, we offer the following reply:
NRC Notice of Violation:
10 CFR 50, Appendix B, Cri':erion IX, states, in part, that:
" Measures shall be established to assure that special processes, including welding.
and nondestructive testing are controlled... in ac-cordance with applicable codes."
The Seabrook Station PSAR, Section 3, commits to the ASME B&PV Code Section III (1977 Winter Addenda) for piping.
The 1977 Edition, with Winter Addenda, Subsection NCA, Paragraph NCA 4134.9 (b) states, in part: " Process sheets, checklists... shall-be prepared... with space provided for reporting results of comple-tion of specific operations at checkpoints of fabrication.
These documents shall include spaces for the signature, initials or stamp of the representative of the Certificate Holder.
Contrary to the above, on April 16, 1980, the process sheets for re-pair of welds F0101 and F0102 on system RH-151-01 did not include a sequence for examination to assure code compliance of the weld sur-faces af ter grinding nor a sequence for verifying acceptable minimum wall thickness.
This item is an infraction applicable to Docket No. 50-443.
Response
Corrective Action Taken and Results Achieved Pullman-Higgins (P-H) has revised the weld repair process sheets to include sequences for visual examination of weld surfaces after grinding and veri-fication of acceptable wall thicknesses.
Records were provided documenting that visual and ultrasonic examinations had been performed on welds F0101 800919007f

and FO102 on ' system RH-151-01.
The. revised weld repair process sheet and ultrasonic inspection report were reviewed and verified by Yankee Atomic Electric Company personnel.
In' addition,' P-H has prepared and -issued written guidelines to be used by P-H persor.nel when preparing weld repair process sheets for welds requiring repairs by grinding / welding. These instructions provide for performing visual inspection of repaired areas and verification of wall thickness as necessary following grinding.
Full compliance was achieved on June 17, 1980.
