OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON NOVEMBER 21, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on November 21, 2019. The purpose of the meeting was to discuss draft LAR-19-019, Reconciliation of Environmental Conditions Inputs to Civil Structural Design Licensing Basis, and LAR 19-017, Removal of the Preoperational Passive Residual Heat Removal Heat Exchanger Natural Circulation Test.
The meeting notice can be found in Agencywide Documents Access and Management System (ADAMS) Accession No. ML19270F843. The meeting notice is also posted on the NRC public website. V. Hall Summary of Meeting:
Pre-submittal Meeting on LAR 19-019: Reconciliation of Environmental Conditions Inputs to Civil Structural Design Licensing Basis Staff from the NRC discussed a draft amendment request (LAR 19-019) with SNC. The proposed changes would revise the accidental air and surface temperatures for the main steam isolation valve compartments, accident thermal loads for the exterior walls below grade and basemat in the auxiliary building, and normal thermal loads for the passive containment cooling system tank in the Updated Final Safety Evaluation Report (UFSAR). SNC walked through the slide presentation and the draft LAR. The staff asked clarifying questions and noted the following items for SNCs consideration:
Clarify UFSAR Figure 3.8.5-3 to show the area affected by Change No. 2A.
Provide additional information in the LAR to address that the Maximum Steel Area Required on UFSAR Table 3H.5-9 has increased to 18.00 in2/ft and there is zero margin between the increased value and the Steel Area Provided value. The NRC staff notes that if there is zero margin, the staff will want to audit the associated calculations as part of the technical review.
Verify the Design Limit for Ratio Max Required/Provided on page 27 of 33 of Enclosure 2 of the draft LAR to ensure it doesnt exceed code limits. The changed limit has been modified to 0.99 +2% and exceeds the 1.0 ratio. SNC should also consider reviewing similar instances in the draft LAR.
Provide additional information in the LAR to characterize any impact on piping, piping supports, and other mechanical equipment due to the temperature changes.
SNC noted they intend to submit the LAR by December 17, 2019, and request approval in 6 months.
At the conclusion of the presentation, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
Meeting on draft supplement for LAR 19-017, Removal of the Preoperational Passive Residual Heat Removal Heat Exchanger Natural Circulation Test Staff from the NRC discussed the draft supplement for LAR-19-017 with SNC. SNC explained that additional information was added into the draft supplement to show that natural circulation can initiate through the passive residual heat removal heat exchanger during operation. The NRC noted they had reviewed the draft supplement; however, did not see information for the staff to confirm that natural circulation will initiate when required. The staff provided a listing of supplemental information needed to support the staffs review. The listing (ADAMS Accession No. ML19325C672) included items that need to be docketed and items that need to be available for audit. The NRC staff will work to issue an audit plan in parallel with SNC finalizing their submittal.
A portion of this meeting was closed to the public due to discussion of proprietary information.
During the closed portion, the NRC and SNC discussed in detail the supplemental information needs.
V. Hall SNC noted that the new requested approval date will be in March 2020. This would support the updates needed to their pre-operational test plan.
