NRC I&E BULLETIN NO. 80-06 ENGINEERED SAFETY FEATURE (ESF) RESET CONTROLS
Dear Mr. Grier:
The FitzPatrick Plant Staff has completed the required review of drawings associated with systems which serve safety re-lated functions to determine the effect of reset of actuation signals. As a result of this review, it has been determined that the Automatic Depressurization System (ADS) logic is designed such that depressing of the reset push button after initiation of the system, that is, logic sequence has been completed and the ADS valves have opened, would cause the ADS valves to_close and remain in the closed position until the 120 second timer has completed an addition-al timing sequence. This problem has been discussed with General Electric and it appears that the FitzPatrick Plant design is a standard design provided by General Electric utilized in other BWR-4 plants of comparable age.
In view of the potential unwanted closing of the ADS valves, training sessions with licensed operators have been held to assure that they are aware of the potential problem and to reinforce their understanding cf the ADS system design.
Since modification of the ADS system logic is being considered as part of procedural and hardware changes to cope with certain small break accidents, no modification to deal specifically with this potential problem is being considered at this time.
