OF THE NOVEMBER 21, 2019, PUBLIC MEETING THAT DISCUSSED WITH NEI, INDUSTRY, AND MEMBERS OF THE PUBLIC A DRAFT OF INSPECTION MANUAL CHAPTER (IMC) 0609, APPENDIX B, "EMERGENCY PREPAREDNESS SIGNIFICANCE DETERMINATION PROCESS," (ADAMS NO. ML19323F764)
On November 21, 2019, representatives of the U.S. Nuclear Regulatory Commission (NRC) held a Category II public meeting to discuss a draft of Inspection Manual Chapter (IMC) 0609, Appendix B, "Emergency Preparedness (EP) Significance Determination Process (SDP),"
(Adams No. ML19179A286).
The NRC staff opened the meeting by reminding the participants that this revision is to be considered a draft pending resolution of SECY-19-0067 (ADAMS No. ML19070A036) and that it may be revised at later date. However, the staff did want to take an opportunity to engage interested stakeholders in this draft, and to facilitate feedback on the document.
The staff informed stakeholders that the revisions to this document did not alter what constitutes a finding within the EP Cornerstone of the Reactor Oversight Process (ROP), it only serves to enhance and clarify guidance related to determining the significance of an EP finding. Each Planning Standard (PS) was discussed with opportunities for NEI, NextEra, Entergy, and other licensees to comment for each PS. The staff received positive feedback on the approach, and on the revision, with some comments that the staff will consider prior to drafting the final revision.
