Dear Sir:

In a lettar to All Power Reactor Licensees dated April 10, 1980, you requested that each Utility submit Technical Specification Revisions regarding the use of the term " Operable" as it applies to the single failure criterion for safety systems, and included Model Technical Specifications to be used as a guidance for plants without Standard Technical Specifications. Boston Edison Company has initiated efforts to prepare, review and approve appropriate Technical Specification revisions, however due to the workload and subsequent manpower distributions necessitated by our recent refueling outage, these Technical Specification revisions will not be ready for submittal until July 1,1980.

Accordingly, a delay until July 1,1980 in the suggested submittal date is hereby requested.
