HI-STORM FW Amendment 6

Dear Mr. Layton:

Holtec International herein submits a request to amend Certificate of Compliance (CoC) 72-1032 for the HI-STORM FW MPC Storage System. The proposed changes include the addition of the option to deploy the HI-STORM FW system in an anchored configuration. The change is intended to provide sites already utilizing the HI-STORM 100 system, such as Diablo Canyon, with an alternative, higher capacity storage system capable of withstanding increased site-specific seismic events. Holtec requests that the NRC complete its review in 18 months to allow these sites to transition. The proposed changes do not reduce any of the safety metrics, operational flexibility, or radiation protection features imbedded in the HI-STORM FW system.

A summary of all of the proposed changes (SOPC), with more detailed description of the changes, reason for the changes and justification for the changes, is provided in Attachment 1.

Attachments 2 through 4 contain changes for the CoC and its appendices. Attachment 5 provides the changed pages of the HI-STORM FW FSAR which support this LAR. All proposed changes in Attachments 2 through 5 are provided in mark-up format to facilitate the Staffs review. Note that the marked changes are only those associated with this LAR 1032-6. Changes associated with previous amendments, up to and including HI-STORM FW Amendment 5, are included but not marked as changes, since that LAR request is under separate technical review. Supporting proprietary documents, including a drawing and calculation packages, are included as Attachments 6 through 8.

Since Attachments 6 through 8 contain Holtec proprietary information, an affidavit requesting this information be withheld in accordance with 10CFR2.390 is included as Attachment 9.
