APPENDIX A NOTICE OF VIOLATION Boston Edison Company M/C Nuclear Docket No. 50-293 Based on the results of an NRC inspection conducted on March 20-23, 1979, it appears that one of your activities was not conducted in full compliance with the conditions of your NRC Facility License No. DPR-35 as indicated below.
This item has been categorized as a deficiency.
Technical Specification (TS) 4.7,.D.l.b.(2) requires that reactor power be less than 50% when triaping the main steam isolation valves individually, and verifying closure time.
Contrary to the above, Procedure Number 8.7.4.4, Main Steam Isola-tior. Valve Trip, written to satisfy the above TS requirement contained acceptance criteria allowing the surveillance test to le performed at a reactor power less than 60%, a less conservative value.
Further, surveillance tests performed May 28, 1978 and February 18, 1978 were conducted at reactor power levels of 55% and 52.55, respectively.
