Pre-IMPEP Self-Assessment Evaluation and Team Charter July 2019 Purpose A self-assessment will be performed to evaluate the technical quality of the Divisions licensing and inspection activities in accordance with DNMS Directive 0520. Additionally, since this will be the last annual self-assessment prior to the currently scheduled Region I IMPEP review, the scope for this assessment will be expanded to include aspects of selected IMPEP performance indicators.

Objective Review and evaluate materials licensing actions and inspections in accordance with prescribed IMPEP guidelines and the NRC regulatory program. DNMS Division Directive 0520/3 (attached) provides specific instructions to complete casework review. Evaluations include how licenses are declared in WBL records and that inspection reports meet criteria for documentation, accuracy, completeness, timeliness, review by qualified staff, and proper markings. Determine whether final actions resulted in appropriate regulatory products without significant technical or regulatory deficiencies.

The self-assessment team will also review selected aspects of the IMPEP performance indicators. This self-assessment will make a conclusion regarding the readiness for the planned spring 2020 IMPEP and make any necessary recommendations to support IMPEP preparation.

Scope of review The self-assessment will compile information necessary to address DNMS Directive 0520 and selected IMPEP Common Performance Indicators. The self-assessment will review a representative number of selected licensing and inspection actions completed by technical staff from both DNMS Materials Branches for calendar years 2015-2019. Proposed review will include 10 licensing and 10 inspection files recently issued (FY19), and a minimum of five (5) licensing and inspection files from each previous year since the last IMPEP review. Priority file selection will be given to unusual or complex actions taken throughout the period. Evaluations include appropriate use of licensing and inspection procedures, applicable checklists, guidance documents, NRC forms, and available tools and job aids.

Review of licensing actions will include the quality of technical and administrative effort related to new applications, renewals, amendments, and terminations. Review of inspection activities will include documentation of inspection findings in narrative reports, inspection records (591, Encl. 6), cover letters, and enforcement actions.

The team will meet collectively and individually with the team leader via conference call to discuss status of reviews on a periodic basis. Issues raised during file reviews will be discussed with license reviewers and inspectors for resolution in early September. Preliminary results will be made in a briefing of DNMS management, followed by a report of final results to be issued by September 30, 2019. The report will be used to assist with preparation of the 2020 IMPEP questionnaire.
