SHINE MEDICAL TECHNOLOGIES, LLC - ISSUANCE OF AMENDMENT REFLECTING INDIRECT TRANSFER OF CONSTRUCTION PERMIT NO. CPMIF-001 (EPID NO. L-2018-LLM-0154)

Dear Dr. Piefer:

By order dated May 20, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19102A324), the U.S. Nuclear Regulatory Commission (NRC or the Commission) approved the indirect transfer of Construction Permit No. CPMIF-001 for the SHINE Medical Isotope Production Facility, previously held by SHINE Medical Technologies, Inc. (SHINE). The indirect transfer is the result of the establishment of a holding company, Illuminated Holdings, Inc. (Illuminated). To facilitate this transfer, SHINE requested NRC approval of a conforming amendment to the construction permit in an application dated December 11, 2018 (ADAMS Accession No. ML18347A215), as supplemented by letter dated March 8, 2019 (ADAMS Accession No. ML19071A055). The amendment modifies Construction Permit No. CPMIF-001 to reflect that the transfer results in SHINE converting from a corporation into a single-member limited liability company, SHINE Medical Technologies, LLC (SHINE LLC),

owned and controlled by Illuminated.

Accordingly, the Commission has issued the enclosed Amendment No. 1 to Construction Permit No. CPMIF-001 for SHINE LLC.

A copy of the related safety evaluation was enclosed with the letter dated May 20, 2019. A Notice of Issuance will be included in the Commissions biweekly Federal Register notice.
